In order to avoid fines, a public official who made a false official letter and sent it to the city hall and ward office filed a lawsuit saying that the suspension was unfair, but the appeal court was also defeated following the first trial.



The 8th administrative department of the Seoul High Court ruled that the plaintiff was defeated as in the first trial in a lawsuit against the Seoul city government official Mr. A, saying, "Please cancel the disposition for one month of honesty."



Mr. A, who worked at a municipal hospital in Seoul, was caught in violation of traffic laws four times in 2015-2016, including violation of priority parking for residents, violation of exclusive bus lanes, and violation of parking, and was sentenced to a fine of 162,000 won.



Whenever a fine for negligence was imposed, Mr. A wrote a false official document stating that he ``parked urgently to supply blood'' in the name of the hospital director and sent it to the city hall and ward office, and he was exempted from the fine of 130,000 won.



In August 2018, the city of Seoul, who discovered this fact, imposed a suspension of one month on Mr. A, and Mr. A, who disapproved of the disposition, filed a lawsuit when he was dismissed after being dismissed.



In the trial, Mr. A said, "We admit the reason for disciplinary action, but due to the lack of parking facilities in the hospital, the hospital sent an e-mail to the staff saying,'If you park nearby, but the penalty is not reduced, please receive a reduction through an official letter.' There is."



However, the first trial court did not accept, saying, "There is no data to believe that the hospital sent an email like the plaintiff's claim."



Mr. A appealed against the ruling, but the results did not change.



The Appeals Tribunal pointed out that "the hospital seems to have sent an e-mail to the employees regarding the parking problem, but it does not appear to be the purpose of writing and sending false officials even if they were fined for a reason not related to work."
