On the 14th, the Ministry of Employment and Labor announced the enactment of the Enforcement Decree and the Enforcement Rule of the'Act on Promotion of Employment for Job Seekers and Support for Life Stability', which is the basis for the National Employment Support System.

The draft enactment contains specific standards for implementing the national employment support system.

The National Employment Support System is to provide customized employment support services by paying 500,000 won per month per person per month for 6 months to job seekers from underprivileged groups, and will be implemented from January next year.

It will function as a second employment safety net that will fill the blind spots of employment insurance such as low-income people, youth, and women with career interruptions.

Unlike employment insurance, which is based on the subscriber's premium, it is a system that pays an allowance through the government budget, which is called Korean unemployment assistance.

According to the Enforcement Decree and the enactment of the Enforcement Rule, recipients of the National Employment Support System must be 15 to 64 years old, and must meet the income requirement of 50% or less of the standard median income (88 million won per month per person this year).

Your fortune should not exceed 300 million won.

In addition, you must have at least 100 days (or 800 hours) of work experience within the last two years to be eligible.

It is a device to exclude people who only want to receive benefits without willingness to find a job.

The Ministry of Labor estimates that the number of recipients per job promotion promotion next year, the first year of the National Employment Support System, is 400,000.

In 2022, we plan to expand this to '500,000 people + α'.

Recipients of the job search promotion party must faithfully conduct job search activities according to the plan submitted to the government.

If this is violated three or more times, the right to receive benefits will lapse.

If illegal supply and demand are detected, you cannot participate in the national employment support system for 5 years.

The scope of job-seeking activities that recipients must perform is widely recognized.

In addition to taking vocational training classes and taking interviews, you can also prepare for self-employment and improve your expertise in a specific field.

The enactment also specified employment support services provided by the National Employment Support System.

Job seekers who participate in the National Employment Support System can receive vocational training and job placement services provided by the existing employment support project, the Employment Success Package, as well as support linked to welfare services such as finance and parenting.

Participation in work experience programs similar to interns is also possible.

The Ministry of Labor predicted that if the National Employment Support System is settled, by 2022, it will be able to support more than 2.35 million unemployed persons annually through the employment insurance unemployment benefit, the National Employment Support System, and the financially supported direct job program.
