On the 15th, the Seoul Liberation Day, an administrative order was issued to the 26 organizations that had announced the holding of an assembly of about 220,000 people in the city.

The city said that in the case of the 8/15 rally, as participants from all over the country gathered, it could lead to regional spread across the country in the event of a confirmed case.

On the 11th and 12th, the Seoul Metropolitan Government, which sent two notices asking for cancellation of the assembly, explained that 10 out of 17 organizations sent responses that they would cancel or discuss it.

However, seven organizations still expressed their intention to enforce the assembly, and today (13th) they issued an executive order to ban the assembly.
