According to Haeundae-gu today (31st), around 9:00 pm on the 23rd, group A (15) of junior high school students crashed down a manhole on a pedestrian path near the apartment complex.

It is assumed that the manhole cover was open as the sewage was backwashed by heavy rain.

It is known that there are currently no separate instructions for locking the manhole cover.

Group A was said to have escaped from the manhole more than 2 meters long, filled with rain water.

Group A is injured with a wound on his leg and is being treated in hospital.

After the accident, apartments and local governments are in charge of responsibility over the management of the manhole.

The apartment claims that the manhole is just outside the perimeter.

It seems to have been installed when the apartment was built 12 years ago, but it is the apartment residents' understanding that they donated money to the city.

Haeundae-gu explained that the manhole was installed by the apartment, and that it was confirming that the donation payment claim remains as a document.

The manhole is not registered in the Haeundae-gu public sewer system.

The Ministry of Land, Infrastructure and Transport has established a manhole management plan every year for managers to establish and manage responsibilities in case of accidents.

If either one turns out to be responsible, it seems likely that they will also be responsible for neglect of management over the past 12 years.

During heavy rains, it is important to be careful when manholes turn into weapons.

In 2014, a manhole cover popped into the water flowing back in the rainy season and shocked the bus to injure three people, including a driver and a passenger.
