Interior aims to equip state security forces and bodies with unprecedented technical means: smart cameras that cross car license plates in real time with its databases, facial recognition systems to find the most wanted at events Crowds such as concerts, aerial video surveillance drones that automatically detect marijuana crops, mobile sweeping systems to locate suspicious phones, disposable low cost trackers that stick or everyday objects ...

This is a long list of equipment that, in the opinion of the Interior, would be required by the state security forces and bodies. However, there is a big stumbling block: "the existing solutions in the market do not satisfy the required needs". That is, either they do not exist, or those that are sold do not work .

For this reason, the Ministry of the Interior has developed an agreement with the CDTI (Center for Industrial Technological Development), an agency under the Ministry of Science and Innovation seeking to make these projects a reality.

In addition, it is an initiative that will be covered by a halo of secrecy since the projects will have a " confidential nature even after the agreement is terminated ".

An agreement that, in addition to improving state security with film equipment, also seeks to promote national R & D & I through the figure of innovative public purchasing.

The development of these ambitious projects based on four different security scenarios consists of several steps: a preliminary phase of market exploration, a phase of blueprint design, a phase of development of prototypes and controlled tests and a final phase of "pre-verification -operational ", in which inventions will be tested" in the environment proposed by the Civil Guard ".

Scenario 1: Theft Pursuit

Facial recognition systems are controversial worldwide. In countries where they are already hiring, like the United States, some states like California have banned them . In addition, some of the world's leading technology companies have proposed a moratorium on the use of this type of technology.

For its part, the European Union considered implementing measures similar to those of California but finally left it to the discretion of the countries to adopt legislation in this regard .

For the second scenario (finding lost or stolen objects) the idea is to use beacons or "lures" of "low cost" and "to be reusable " to install on objects that may be stolen. Specifically, the specification mentions elements such as "mobile phones or wallets".

This system will be accompanied by another detection system designed to alert about the presence of the elements removed during the celebration of the massive event .
