On July 2, 1990, the XXVIII Congress of the CPSU began its work, becoming the last in the history of the Soviet Union. It took place in a confrontation between supporters of radical reform of the Communist Party and party conservatives, and its results did not suit either side. Against the background of the discussions of the XXVIII Congress, crisis phenomena in the CPSU and Soviet society as a whole became apparent. Just a year and a half after the congress, the USSR collapsed. The question of whether the decisions of its participants could change the course of history and save the Soviet Union, to this day causes controversy in the expert community.
