On the 26th of last month, during the daytime, a man stood still at Seoul Station and watched a cell phone, a man insulted and shook his fist and seriously injuring the woman. A few days after the incident, the victims' families, acquaintances' social media and our SBS reports made it known to the world, and sparked a lot of publicity over the past week.

The case itself was shocking, but it was the poor investigation of the special railroad police that made the citizens even more angry. Citizens' anger was at the height of the news that the suspect had not even been able to identify the assault victim six days after the incident. In the middle of Seoul, most of them responded that they did not understand that the investigative agency did not even know who the suspect was in the midday assault. It must have been more incomprehensible to citizens who have seen the coroner's movement in just a day or two in the recent Corona 19 incident.
As media reports continued and public opinion deteriorated, the railroad special judicial police arrested the suspect, Amo, at home in a week in cooperation with the police. I thought the incident was going to end to some extent, but something more awkward was waiting. When the arrest process was illegal, the court dismissed the arrest warrant, and the suspect, Lee Mo, was released. It takes a lot of time before the suspect's motive and additional crimes are clearly revealed.

Eventually, the blame arrow went back to the Special Railroad Police, where the investigation took place. I have to revisit whether there was a problem with the railroad police's investigation.

● Question 1: Why did you ignore'Escape Road CCTV'?

The scene of the suspect's fist punching to the victim was not filmed due to the CCTV blind spot in Seoul Station history, but there were plenty of CCTVs showing the suspect approaching and escaping before the crime. The victim of the assault, Kim Mo, accurately stated the direction of the escape from the crime to the special police of the railroad. He escaped from Exit 15 of Seoul Station and went to Cheongpa-dong, crossing the street without permission.

The railway police who filed the case worried about two things here. Are you going to trace the escape route, or are you going to trace the route back before the suspect approaches the victim? The railroad police chooses the latter here to analyze CCTV. Also, I have figured out the route in the suspect's history and the bus number that got to Seoul Station. As the number of investigators is limited, it is not wrong to choose a direction that enables more efficient arrests.

However, the CCTV that the railroad police discovered while tracing back was showing the threat of pushing a woman on the street and threatening her. At this stage, the railroad police have already confirmed that the suspect is acting violently against an unspecified target. It can be inferred that additional victims may occur, leading to the conclusion that more and more arrests are needed. This means that there is no reason to limit the direction of the investigation to only one'backtracking', and so it was not. The investigative experts who consulted during the interview process pointed out that they should actively expand the direction of the investigation and trace back and escape directions simultaneously.

If so, was CCTV verification in the direction of escape a very difficult task, or was it not? As a result of the SBS reporters selling their own products for about 3 hours based on where the victim last witnessed the suspect, they were able to find a number of suspects who were clearly photographed on a nearby CCTV. It wasn't that the suspect had a fleeing escape. High-performance CCTV was installed all over the street, so tracking itself was not difficult.
This is why it is difficult to accept the explanation of the railroad police,'It took a lot of time to find the escape route and it seemed to be ineffective.' Is the reporter misjudged because he is not an investigative expert? Even so, it is not explained that veteran detectives at the Yongsan Police Station in Seoul, when they received requests for assistance, eager to secure CCTV on the escape route.

● Question 2: Why were you passive in cooperating with the police?

The problem is that there was an additional crime scene in the CCTV that the special judicial police found in the process of backtracking the suspect, and the railway police were already aware of it. They pushed and threatened a woman roughly, and pushed a man's shoulder in the hallway. As mentioned in'Question 1'above, if you have already confirmed the scene of violent acts against an unspecified target, you should have suspected that there may be additional crimes in the escape process.
Crimes outside history are not under the jurisdiction of railroad police. Therefore, you should quickly request air-conditioning investigations or, if it was difficult , inform the neighboring police of the possibility of further offenses so that you can enter your own investigation. If more investigative personnel start chasing a suspect multifacetedly, it is a common sense to be able to deduce even if you are not an investigative expert, that you can catch it faster. However, none of the railroad police did. Eventually, the police did not go through the railroad police, but only after seeing the media reports and noticed that the crime had been committed, and only then could the investigation begin.

Immediately after the arrest of the suspect, the railroad police investigator said,'The request for assistance has been made sufficiently.' He said,'I am sorry' for the media criticizing the slow investigation. By the way, as a result of the interview, the'air conditioning' mentioned by the railroad police was all asked to show the CCTV installed at the Namdaemun Police Station. As the media reported in the nearby police station increased interest in the'Seoul station assault' incident, they prepared the investigation personnel in advance, but it was confirmed that they were waiting because no request came. In the end, it wasn't until a week after the incident that the formal air-conditioning investigation took place. Even this was done by proposing that Seoul Metropolitan Police Agency would collaborate first.

In the light of the fact that the arrest of the suspect was less than a day after the investigation began, it is not easy to understand that the railroad police were passive in cooperating with the police until they endured numerous criticisms.

● Question 3: Why did you put in an irrational number called'emergency arrest'?

The railroad special judicial police, which had difficulties in identifying suspects in the early days of the investigation, finally traced the traffic lines through backtracking. I confirmed that I came to Seoul Station by bus from a stop in Sangdo-dong. Based on this, they investigated the neighbors and succeeded in confirming the residence with the identity of the suspect, Lee. It happened on the afternoon of the 2nd day of the arrest.

When it is understood that Mr. Lee is at home, there is no response from knocking on the door without contact, and the railroad police forcefully picks up the door and arrests him. An emergency arrest was made because the court ruled that the arrest process was illegal because the arrest warrant was dismissed. 'Emergency arrest', which arrests without receiving a warrant for arrest, is strictly controlled by the Criminal Procedure Act. The court saw that the situation was not urgent enough to make an emergency arrest. There are criticisms of the court's ``decision away from reality,'' but the court's judgment, given the fact that there is virtually no way to stop the investigation agency's unreasonable investigation and human rights violations at the moment of breaking down the principle of'warranty'. It's hard to be wrong.
Police and prosecution experts say that the scope of the court's allowance for emergency arrests is gradually narrowing, and that even in the presence of related cases, it was the'murderer' to arrest them inside the house. First, if you apply for a warrant for arrest and wait for a warrant to be arrested, if Lee leaves the house, then I think it would not be late even if you had an emergency arrest. The railroad police said that they had been hiding for a long time near Lee's residence, and that it was an inevitable judgment due to the danger of escape. However, it is true that exploration of the surrounding residents is checked through CCTV until about an hour before the arrest, and that the exit from where Mr. Lee resides is limited.

Media reports have further reported damages that have been assaulted or threatened by Mr. Lee. The railroad special judicial police said they are considering whether to apply for additional warrants through additional investigations with the police, or whether investigators will go directly to Mr. Lee for further investigations. Several remaining questions, such as the motive for the crime, are likely to be resolved in further investigations. In the future investigation, I hope that the special judicial police will look different from what they showed in the past investigation, and we hope to escape the criticism of'it was caused by a slow investigation and hasty arrest'.
