A shopping mall in Seoul. In late August last year, an urgent report was filed that a man was hiding in the women's bathroom.

He sneaked into the space next to him.

[Building official: (Bumin) went down like this. (In the women's bathroom) I'm surprised that there is a man... It seemed to be heard until the story of being caught.] It is a

crime scene. When the police arrived here, the man had already fled.

The police analyzed the CCTV and captured the man in April, eight months after the crime.

The arrested man is Kang Mo, a 34-year-old English teacher. Analysis of laptops and mobile phones revealed that 232 females were illegally photographed in two years from 2017.

An average of 6,400 illegal shooting crimes have been caught in the last five years.

recidivism rate is high, but the punishment level is low.

Three out of four illegal shooting offenders reoffend, but the death penalty last year was 12%. Probation accounts for half.

Three out of 10 victims of sexual crimes are responding passively, saying'it seems to be useless to report,' but it is necessary to build trust that investigative agencies and courts hold serious responsibility for tort crimes.
