Constitutional Court passed the Alternative Service Act last year as the Constitutional Court made a constitutional non-conformity decision in the military service law that had condemned conscientious objectors without a replacement service system last year.

The service period was 36 months, and alternative service institutes were set up as correctional facilities.

Originally, the service organization was unified as a correctional facility, but with the expression 'back', it was possible to work in a military-controlled organization.

There are still claims that alternative service should also be conducted in military affairs such as landmines and excavations, centered around real opposition lawmakers.

However, SBS coverage confirmed that the UN Committee on the Freedom of Rights issued a decision with emphasis on alternative service in the private sector on the 13th.

In response to a petition to the UN in 2016 by 31 Koreans who were punished for conscientious objection to military service, the Committee recommended that “the military should be engaged in alternative military service without military control”.
He also stressed that alternative service should not be a punitive form.

Korea has been a member of the United Nations Commission on the Rights of the Freedom since 1990.

With the decision, the Ministry of Justice plans to submit a report on domestic human rights policy to the United Nations soon, and the discussion over alternative service is expected to heat up once again.
