The State calls on Internet players to take action to prevent the exposure of minors to pornographic content. Internet professionals were invited on Friday to sign a protocol drawn up by the Secretaries of State responsible for child protection Adrien Taquet and digital Cédric O.

In November during a speech at Unesco, President Emmanuel Macron had given six months to "Internet players" to "set up parental control by default" and had demanded that pornographic websites control age of their visitors. "If in six months we do not have a solution, we will pass a law for automatic parental control," said the head of state.

According to this protocol, all signatories must offer at least one free tool or “integrated solutions”, which can be activated by parents, to protect minors from any exposure to pornographic content.

Search engines will for their part to "prohibit sponsored links to minor users for pornographic content". Hosters and social networks must ban pornographic content in their rules of use.

Facebook, Snapchat, Youtube…

For the most well-known platforms, these rules already exist. Facebook, which confirmed to be a signatory, indicated that its rules prohibit scenes of nudity and sexual activity, for adults and minors. Google and its YouTube video platform also said they had signed, as well as the Snapchat mobile application and the French search engine Qwant.

Samsung and Chinese Huawei have also confirmed that they are “part of the protocol” as an equipment supplier, content producer and software publisher. In a press release, Orange also claimed to have signed the protocol “alongside other mobile operators” while specifying that “the objective (…) can however only be achieved if all of the Internet players are mobilized on this subject ". Same observation on the side of the French Telecoms Federation (FFT), also a signatory.

On the other hand, many wonder about the position of pornographic platforms, the main gateways to this online content. Only the production company of pornographic films Marc Dorcel signed this "protocol of commitments for the prevention of the exposure of the minors to the pornographic contents on line". "This charter is a step point" towards the commitment of the President of the Republic, said Justine Altan, director general of the e-Childhood association. "There are shortcomings, including the glaring absence" of pornographic content platforms, she noted.

The protocol provides for a monitoring committee that will meet at least once every three months, as well as the development of a “barometer to measure the level of use of parental control mechanisms. The government said it wanted to wait until it had gathered all the signatures before communicating more.
