Upon receiving the report, the fire department issued an `` response stage 1, '' an alarm order issued by the entire fire department personnel within 13 minutes of the fire, and fired off the alarm in 1 hour and 30 minutes.

A fired factory is owned by a manufacturer of photographic equipment, a subsidiary of a dye company, that produces photosensitive materials, which are liquid chemicals that go into TVs and monitors.

The fire department plans to investigate further the exact situation by seeing that two workers were injecting a chemical, dioxolan, into the reactor in the synthesis reaction chamber on the third floor of the plant, and that a spark occurred, leading to a fire.

Dioxolane exists in liquid form at room temperature and is a flammable chemical with a high risk of fire.

An official from the fire department said, "We've got a big fire now and we're cleaning up the small fires," he said. "It's going to take some time until it's fully evolved."
