The key to the Seoul Metropolitan Office of Education 's auditing was the 2.3 billion - dollar business that President Lee Gyu - tae had just heard about.

Although both schools and parents strongly objected, President Lee said that he had pushed the project, and the reason was reporters.

In March, Ilkwang Elementary School announced that it would do business of 2,300 million won, and started offering open bidding method for business operators.

Business name is smart school environment construction business.

It is the idea to use the tablet PC and robots for advanced education.

School officials say that at the start of the project, there was this president who had no authority at the school.

This letter was sent to a faculty member on February 9, one month before the bid announcement.

In referring to this project, we are instructed not only that it is necessary for the school but also that it is a crucial issue for public relations, so that it should be a top priority so that it can be contracted before the end of February.

School officials said he was embarrassed by the president pushing the big business up.

[Person in charge of school: (If it is a smart school project) I thought it would be 2 ~ 3 billion, but I was given too much budget. So we did a lot of objections.]

Against the opposition, the project continued, and the school signed a contract with one of the companies.

It is the business statement attached to the contract.

Of the total project expenses of KRW 2.3 billion, the cost classified as Smart School is only about KRW 420 million, and the cost of developing contents such as robotics and English digital contents is over KRW 1.4 billion, more than half.

In fact, it was an English content development project, but there was no consultation with the related teachers and the opposition of the parents such as the school administration led to it.

[○○ Elementary School Parents: The money to enter is an apostle. It is not a foundation (money), and children and mothers do not want it. "Why do you work with this?" (I protested.)]

School officials say it is doubtful whether President Lee was trying to make a slush fund for the project.

There is a reason for that.

In December, a month after his release, President Lee held a conversation with his aides about how to make back-up money by purchasing textbooks using the academy affiliated with Ilkwang Academy.

[Lee, Gyu-tae (last December): The publisher has made money there since ancient times. (With a fee for the publisher).

[○○ Elementary School Planning and Public Relations Office Staff (an aide): So far I have not actually purchased textbooks, but I only processed tax invoices.]

As the school has contracted with a specific publisher, it is said that a false tax bill will be issued and in return, the publisher will pay a fee of 15% of the down payment and the remaining 85% of the money.

[President Lee, Gyu - tae (last December): If the deposit is 20 million won, the commission is 3 million won. I think it made 15 million won. I gave it to you.

I also mention the smart school business in question.

[Lee, Gyu-tae (last December): A company that offers smart education textbooks comes in a comprehensive (content and amount)

As soon as the project progressed, Lee spoke out to the school staff.

[President Lee, Gyu-tae (last March 18, school officials): You guys want me, I want to do good school. I'm trying to get rid of money. These XXXX. You guys should be there.]

School officials have testified that they have been pushing the business up to the threat of dismissal.

[Person in charge of school: He called me separately and said, "The bill has been decided." But I do not get the sign of the directors. Then, "I will not dismiss the smart school business do it" ... .]

[Parents: I think this president thinks of school as a place of business. I do not have any money for this president now. It's really the last means of funding here. That's why I only saw '25 billion at once '.

This business that President Lee has been asking since the beginning.

In the end, it led to complaints from the Office of Education.

Regarding the release of the school materials outside of the school board's auditor's office, Lee asked the school district to inform them of the secrets they had to hide in order to prepare for the inspection.

In response to the consent of the Foundation's board of directors and parents, it has been a normal project to promote the 2.3 billion smart school project.
