Xiao Weihua, vice mayor of Guang'an Municipal Government, said at the press conference that Guang'an is the closest prefecture-level city in Sichuan to the main urban area of Chongqing and an important node of the Bashu cultural tourism corridor, and the Guang'an safety zone is included in the national strategy for the construction of the Chengdu-Chongqing Twin Cities Economic Circle and the development plan of Chongqing Metropolitan Area, shouldering the strategic mission of building a Sichuan-Chongqing cooperation demonstration zone and building a sub-center in the north of Chongqing metropolitan area.

From 2016 to 2019, the Guang'an Red Marathon won the honor of "China Marathon Red Cultural Characteristic Event" for four consecutive years, and was upgraded to a domestic marathon gold medal event in 2018, and the 2023 Guang'an Red Horse with the theme of "thinking of the source and running Guang'an" is not only the third marathon gold medal event in Sichuan Province this year, but also a grand festival for the people of Guang'an and the majority of runners.

Shui Tao, deputy director of the Road Running Committee of the Chinese Athletic Association, delivered a speech on behalf of the Chinese Athletic Association. He said that holding a 10,000-scale red culture characteristic marathon in Guang'an, a red cultural city, is a good opportunity to spread red culture, promote the spirit of marathon, and show the development speed of Guang'an in the new era. This year is the fifth Guang'an Red Horse, from the preparation reported by the organizing committee, this year's Guang'an Red Horse has been comprehensively improved in the scale and specifications of the event, and I believe that Guang'an can make this year's Red Horse a successful event.

At the event press conference, the organizers introduced the scale and highlight design of the event, and in 2023, Guang'an Red Horse set up three competitions, namely men's and women's marathon (42.195 km), men's and women's half marathon (21.0975 km) and mini marathon (5 km). In terms of track design, the starting and ending points are located in Siyuan Square, passing through Deng Xiaoping's Hometown Tourist Area, Wuyue Square, Qujiang Hongtan Music Park, Economic and Technological Development Zone and other places, fully embodying the "red gene" of Guang'an and demonstrating the development achievements of Guang'an. At the 2023 Guang'an Red Horse Race broadcast, a new 4K TV production mode will be adopted, with a full drone following the live broadcast technology, and a short video production system based on AI face recognition technology, allowing viewers to enjoy more beautiful views of Guang'an city while watching the live broadcast.

In order to attract more high-level athletes at home and abroad to participate, the prize money of this event will be increased by 2019,94000 yuan on the basis of the 10000 "Red Horse" event. At the press conference, the organizer also released the 2023 Guangan Red Horse Medal, competition uniform and other information. The 2023 Guang'an Red Horse Medal continues the design of previous zodiac medals, and will reissue the 5-2020 zodiac medals for all half-horse runners who have participated and completed five consecutive races, and the "quit laziness" element is used in the design of the happy runners' medals. The race clothes continue to use the red design, and the words "don't be lazy" are used on the clothing, which symbolizes the marathon spirit of "perseverance and self-challenge".
