In light of corruption and bid-rigging cases surrounding the Tokyo Olympic and Paralympic Games, the project team, which is considering the ideal governing body for large-scale sports events, has formulated guidelines for strengthening governance, such as ensuring fairness in the selection of officers and appropriate relationships with companies.

The project team was established by the Japan Sports Agency and the JOC = Japan Olympic Committee, and at a meeting held in Chiyoda-ku, Tokyo on March 30, Kei Ikuta, who chairs the project, handed over the guidelines compiled by the Japan Sports Agency Commissioner Murofushi and JOC President Yasuhiro Yamashita.

In order to strengthen governance in the operation of large-scale sports competitions, the guidelines state that a selection committee should be established for officers such as the board of directors of the organizing committee to ensure fairness, and an independent body to manage conflicts of interest should be established due to the large number of secondments from private companies. We will also conduct training on compliance.

In addition, when outsourcing marketing operations to advertising agencies, etc., it is necessary to operate in a transparent manner and to actively disclose information such as the total amount of expenses borne by the national and local governments.

Minister Murofushi stated, "In light of the impact that holding large-scale competitions has on society, we must be aware of the role and responsibility that the sports world should play, and we will share the unwavering determination of all those involved in sports to restore fairness with their own hands, and we will unite and do our utmost to do our best."

The establishment of the project team, which was originally scheduled to last until the end of this fiscal year, will be extended by one year, and if new facts emerge in a series of incidents surrounding the Tokyo Games, they will be reflected in the guidelines as necessary.
