A Spanish report revealed that the International Football Association Board (FIFA) has approved new policies and regulations for player transfers, aimed at regulating transfers and limiting the power of agents who earn a lot of money for completing each deal.

And the newspaper "Sport" reported that the Spanish Football Federation held a conference in order to inform its clubs and players' agents of the new policies approved by FIFA regarding player transfers.

The newspaper indicated that FIFA began regulating the player transfer process since 1992, when it established the first "strict" regulations in this regard.

Since that time, this process has witnessed many shifts between interest and neglect, until the International Federation decided to organize it once and for all, as the new policies were approved on January 7, 2023, and entered into force two days later.

Among these regulations, the club - which supervised the training of a player in its academy from the age of 12 - is entitled to obtain a fee whenever he moves to another club.

And "Sport" indicated that this case applied to Pedro Rodriguez, who revives - every transfer - the treasury of his first club, Raki San Isidro, with money.

The new rules are represented in basic points, the first of which is the establishment of a chamber of agents to resolve international disputes, something that will be done through the Spanish Football Federation in Spain, in the event of a national dispute.

As for the second rule, it prohibits tripartite representation, meaning that the agent representing the player and the two clubs, the seller and the buyer, will not benefit financially from all parties.

As for the third rule, it allows the agent to obtain financial profits of 3% if the value of the deal exceeds the $200,000 barrier, and 5% if it is less than that, which are figures that will not satisfy the agents, according to "Sport".

In order to ensure that the process proceeds properly, FIFA has established a bank based in France, through which every transfer will be organized, and all items will be verified in an orderly and transparent manner.

FIFA has issued a guide to the conditions for transfers of minor players (under 18 years old).

This guide aims to disseminate sufficient information to define the requirements and documents related to international transfer deals for minors.

This bank will be directly responsible for transferring the amounts to all parties: the player, clubs and agents, and ensuring that they reach them.

And "Sport" indicates the reasons that prompted FIFA to take these measures, which are the exaggerated prices earned by agents, in addition to the multiplicity of rules with transfers, as well as the existence of some irregularities in the contracting processes.

In addition to the aforementioned, FIFA seeks to stimulate the development of young players, prevent abuses against them, ensure the quality of services, avoid conflicts of interest and protect young players.

And the International Federation had recently confirmed that the volume of spending on deals in 2022 amounted to 6.5 billion dollars, an increase of 33.5% compared to 2021.
