Although hated by many French people, Lionel Messi is adored by the Argentinians.

Moreover, if we take a closer look at the visuals of the tickets bearing the image of Lionel Messi, we see that the illustration on the back represents the Argentina team celebrating its victory during the match between the winners of the European and South American Championship, in June 2022. So it has nothing to do with the World Cup final in Qatar.
As for the face of the Pulga, a reverse image search finds the image broadcast on December 17, 2022, the day before the World Cup final, on the Instagram account “ellseven”, an Argentinian illustrator.
