The notice requires that referees are strictly prohibited from participating in illegal activities such as gambling and manipulating games, and ensure that the football games at all levels and various levels being held by the Chinese Football Association and local provincial and municipal games are conducted in a fair, just and orderly manner.
The full text of the notice is as follows:
In order to further strengthen the management of competition style and discipline in various competitions, strictly enforce the work discipline of the referees in the competition area, prevent and eliminate all kinds of unhealthy practices, establish a good image of fairness, impartiality and integrity of the referees, and ensure that the Chinese Football Association and local provincial and municipal Games are in progress. All types of football matches at all levels are conducted in a fair, just and orderly manner. The following requirements are hereby put forward for the referee work:
1. Strictly implement the "Football Competition Rules" to ensure fair and just refereeing, do not blow partial whistle, do not blow human whistle, and create a good and fair competition environment on the field.
2. Strictly abide by the professional ethics of referees, be upright and honest, resist corruption and prevent changes, be cautious in words and deeds, and consciously resist various phenomena and behaviors that may affect fairness and impartiality.
3. It is strictly forbidden to participate in illegal activities such as gambling and manipulating games. The Chinese Football Association will deal with the participants and those who do not report it seriously and will not tolerate it.
4. Referee supervision shall strictly follow the relevant regulations of the Chinese Football Association, the competition area committee and the competition regulations, and be fully responsible for the work, life management and supervision of the referee in the competition area.
To earnestly perform their duties, help and guide the referee to successfully complete the task of refereeing the game.
5. Strictly abide by various national laws and regulations, as well as the work discipline and relevant requirements of the Chinese Football Association and the competition organizer, strictly implement organizational procedures, keep industry secrets, and prevent air leakage.
6. It is strictly forbidden to make any irresponsible remarks through the media and social media, and it is not allowed to be interviewed by the media as a referee of the Chinese Football Association without permission.
7. Strictly abide by the relevant national epidemic prevention regulations, and strictly implement the epidemic prevention work deployment and work procedures in the competition area.
8. The Chinese Football Association's Style Construction Supervision Office, the Referee Department, and the Chinese Football Federation Referee Office will set up a referee work inspection team to inspect the referee work, strictly supervise the referee work of all types of competitions at all levels. If it is verified, it will be severely punished in accordance with regulations, and if the circumstances are serious, it will be handed over to judicial organs for handling.
9. The Disciplinary Inspection and Supervision Department and Referee Department of the Chinese Football Association accept extensive supervision from all walks of life.
