The night before the Conference League final in Tirana, clashes broke out between the police and AS Roma and Feyenoord Rotterdam fan groups.
As the AP news agency reported, 19 police officers and five other people were injured.
A police officer was reportedly attacked with a knife and wounded.
The riots came about because the followers each tried to storm into the area of the other group.
48 Italian and 12 Dutch football fans were taken into custody.
Deputy Police Chief Albert Dervishi called on fans to "act like European citizens and respect the laws of the country".
80 followers were sent back to Italy.
The capital of Albania was expecting 100,000 fans from both countries for the game on Wednesday evening (9 p.m./in the FAZ live ticker for the Conference League and on Nitro) – but both clubs are only entitled to 4,000 tickets each, and the National Arena can only hold 21,000 spectators.
