Mickelson, who has won six majors, has not played since February when he took a break after high-profile statements about Saudi Arabia and plans to create a breakaway tour.
Mickelson is the third winner of the PGA Championship in the last 75 years not to line up and defend his title.
The latest was Tiger Woods who missed the competition in 2008 when he recovered from knee surgery.
