The funds were paid by Uralkali to the team before the start of the season.
Haas is also seeking an additional $8.6 million in compensation for "lost profits," according to Motorsport.
“According to the unanimous opinion of legal scholars and case law, a party who terminates a contract because of a breach by the other party is not required to return to that party what it has already received under the contract,” Haas said in a statement.
