  The announcement stated that local sports departments at all levels should urge organizers of various sports events to pay close attention to the early warning information and related disaster and accident information issued by the departments of meteorology, water conservancy, earthquake, natural resources, transportation, health and emergency management, etc. Take precautions and activate the "fuse" mechanism in time.

  The organizers, organizers, co-organizers and other organizers of sports events must hold a special working meeting on risk analysis and analysis before the game. Risk prevention and emergency response plans including the mechanism, and signed written agreements to clarify the division of responsibilities and rights and obligations of all parties to ensure that sports events are carried out in a safe and orderly manner when the conditions for holding the competition are met.

  When announcing the registration conditions and entry requirements, the organizers of sports events shall inform all participating parties of the conditions, procedures, disposal measures, legal consequences, etc.

  For sports events with a large number of participants, high personal risk or strong professional skills, in the event of one of the following emergencies directly or possibly related to the holding of the sports event, the organizer of the sports event shall activate the Fuse" mechanism:

  (1) Natural disasters, including flood and drought disasters, meteorological disasters, earthquake disasters, geological disasters, marine disasters, biological disasters, forest and grassland fires, etc.;

  (2) Accidents and disasters, including various safety accidents, transportation accidents, public sports facilities and equipment accidents, environmental pollution and ecological damage, etc.;

  (3) Public health events, including epidemics of infectious diseases, mass unexplained diseases, food safety and occupational hazards, animal epidemics, and other events that seriously affect public health and life safety;

  (4) Social security incidents, including terrorist attacks, economic security incidents, and foreign-related emergencies, etc.;

  (5) Other circumstances that may result in no longer having the conditions for holding the competition.

  On the same day, the General Administration of Sports of the People's Republic of China also issued an announcement requiring stricter supervision of approved mountaineering activities in strict accordance with the requirements of the "Several Opinions on Further Strengthening and Regulating the Supervision in the Field of Sports".

The announcement reiterated that activities for climbing peaks above 3,500 meters (more than 5,000 meters in the Tibet Autonomous Region) must be approved by the provincial sports department in accordance with the law; activities to climb peaks above 7,000 meters must be approved by the General Administration of Sports in accordance with the law.
