Zhang Haidi has served in the National Committee of the Chinese People's Political Consultative Conference for 24 years since she served as a member of the National Committee of the Chinese People's Political Consultative Conference in 1998. Every year in the two sessions, her proposals are related to protecting the rights and interests of the disabled and improving their situation.

  Zhang Haidi: I think the most important thing is to write a proposal with emotion, and we must take the pain of disabled people into our hearts.

I remember that as the first proposer at the first meeting of the Ninth Chinese People's Political Consultative Conference, I submitted a proposal on the implementation of barrier-free facilities at airports, stations and piers. , but also my real feelings in life.

When I came to Beijing or went to other places, I had encountered many times in the airport with stairs without ramps, and sometimes I would be carried up and down by several boys. I thought so at the time, we all need I understand the feelings of the disabled. We are lifted up and down. In fact, we always have our own dignity. I think this is for many disabled people to think about how we can make them live with dignity. ?

  Zhang Haidi, who was paraplegic due to spinal hemangioma when he was a child, can feel the same way about the various problems that disabled people encounter in life.

  Zhang Haidi: I have also submitted a proposal to allow the disabled to drive cars. This proposal has also been supported by many members. I tell you not to ask why the disabled should drive a car. What we want to answer is why the disabled cannot drive a car. ?

We want to make their dreams come true, and we want to create every possibility for disabled people.

More than a decade ago, we seldom saw people with disabilities drive cars. According to the latest data, by the end of 2021, more than 430,000 people with disabilities have held a driver's license in China. I think that a person's partial disability does not mean that they will lose a driver's license. all abilities.

I cherish every opportunity to attend the conference, because I know that I have the hopes of many disabled people and the hopes of many families.

  Served as the chairman of the China Disabled Persons' Federation for 14 years "to meet the needs of the disabled and let the disabled live a good life"

  In 2008, Zhang Haidi was elected as the chairman of the China Disabled Persons' Federation. As a unified organization of various types of disabled persons across the country, the China Disabled Persons' Federation has representative, service and management functions. One of the main purposes is to unite and help the disabled and serve the disabled.

  Zhang Haidi: I have been working in the China Disabled Persons' Federation for 14 years. Every year, I go to the grassroots to conduct research. When I go to a poor disabled family, I sometimes lift the lid of the pot to see what the family eats and try that one. I want to see if the severely disabled person has bedsores and if there is any smell.

I have told our comrades many times that when we come to the disabled, we must hold their hands tightly and tell them that life will get better, and we are all working hard.

  Zhang Haidi: It is very important. This is not just spiritual encouragement. We need to know what the disabled need through these surveys, and we will do what they need.

The General Secretary demanded that there should be no less than one disabled person in building a moderately prosperous society in an all-round way. This is a kind of caring.

We have traveled all over the mountains and rivers to find the last disabled person, so that they can live a good life.

  What is gratifying is that during the "Thirteenth Five-Year Plan" period, more than 7.1 million registered impoverished disabled people nationwide have been lifted out of poverty, and more than 11.8 million disabled people have been included in special hardship assistance and minimum living guarantees, living subsidies and Severely disabled care subsidies benefit more than 26 million disabled people.

  Zhang Haidi: Yes, in the past few years, you can see that some of our disabled people have made great achievements in poverty alleviation. Some of them are physically disabled. They are still grazing in wheelchairs or with crutches. Their stories show a vision of life. I think this vision of life is hope. Don't think that there is no hope if you are disabled.

  With the joint efforts of relevant state departments and all sectors of society, the situation of the disabled is gradually undergoing gratifying changes, including the development of sports for the disabled.

On July 31, 2015, at the 128th plenary session of the International Olympic Committee held in Kuala Lumpur, Malaysia, Zhang Haidi, the vice chairman of the Beijing Winter Olympics Bid Committee, made a speech in English.

After Beijing's successful bid to host the Paralympic Winter Games, my country's public ice and snow sports for the disabled ushered in an opportunity for development.

  Zhang Haidi: After the successful bid for the Beijing Winter Paralympics, I think it will promote the vigorous development of ice and snow sports for the disabled. Since 2016, the China Disabled Persons' Federation has held six consecutive ice and snow sports seasons for the disabled to participate in ice and snow sports for the disabled. Platform was built.

It is very interesting that disabled people in Heilongjiang went to participate in ice and snow activities with their relatives, and we gave each of them a red scarf.

These activities are really very popular, people with disabilities participate in the activities, and I feel like they return to their carefree childhood all at once.

  During the six years of preparation for the Beijing Winter Paralympics, Zhang Haidi served as the executive chairman of the Beijing Winter Olympics Organizing Committee. In the process of contacting disabled athletes, she was touched countless times.

  Zhang Haidi: They are really not afraid of hardship, fatigue, or cold. They train hard 365 days a year and stick to it.

I see them as their own children. They are happy and moved. When they see me, they say hello to Aunt Haidi and Chairman Haidi. We must strive for victory.

  Zhang Haidi: I basically laughed hard there, I said the child is so good thank you.

Some of our athletes have never been exposed to ice and snow sports in the past. In a short period of time, they have become warriors who dare to compete in the Winter Paralympics. I am proud of all the athletes of the Chinese Winter Paralympic delegation.

  Zhang Haidi: In recent years, director Zhang Yimou and his team have visited the China Disabled Persons' Federation several times to discuss the idea of ​​the opening and closing ceremonies of the Winter Paralympics with us. So we proposed to create the Winter Paralympic Waltz.

What does this mean?

I think that even if the body is disabled, the spiritual dance will never stop, and the pursuit of beauty will never stop.

The China Disabled Persons' Federation also proposed that the performance should realize the integration of the disabled and the disabled, and that there should also be able-bodied people among the actors, and to promote the integration of the disabled and the disabled through art forms.
