Since the beginning of this year, the ITV centers are able to know the historical data of automobile consumption.

At least, of all those models whose approval has been carried out as of January 1, 2021

and that, by law, must have the protocol that allows access to this data 'embedded' in their software.

This was pointed out by Guillermo Magaz, managing director of the Aeca-ITV association, in a recent meeting with this newspaper.

The information is obtained through the OBD port of the cars and is part of a project in which "Spain and Germany are the pilot countries, although in our case, the DGT has not yet implemented it."

KEY TO THE DGT LABELS

The collection of these consumption figures will be mandatory from the year 2023, to be transmitted via country to the European Union.

It is

always "anonymous and aggregated data", in which neither the make nor the car model is recorded

since the ultimate objective will be to know how efficient a technology is.

how many kilometers and how long the 'plug-in' hybrids operate in electric mode".

Up to 40% less claims

From 2022, several of them - the 'black box', the speed assistant or the rear traffic alert, among others - will be mandatory in all newly homologated cars and, two years later, in all those that are put into operation. the sale.

Although that is future and Magaz regrets that today the full potential of ITVs is not being used to reduce accidents and pollution.

He cites the case of Costa Rica, where its introduction “has brought down the accident rate by 40%.

And in Turkey, deaths in accidents have been reduced by 18%.

Without going that far,

Spain was a pioneer in making the exam mandatory for mopeds in 2007, which will now be replicated throughout Europe and, "from 308 deaths in 2006, it went to 49 in 2019."

Because the inspection put a stop to the preparations and tricks that make them faster and more dangerous;

although its sales (and use) have also fallen drastically in recent years due to changes in habits and driving licenses.

THE OLDEST AND DANGEROUS

But, given these results, if in 2020 the rate of absenteeism - cars that do not pass inspection - was 32%, this year the forecasts point to 40%.

Only professional transport vehicles weighing more than 3,500 kilos, with more aware users, are spared this rebound.

NOT INSURED IF THERE IS NO MOT

And how to fight against this absenteeism?

It is shocking, he says, that it is so efficient and fast hunting a car that enters a Low Emission Zone without the proper label,

but does not check if another authorized car pollutes much more. Or that the famous DGT cameras that sanction if the belt is not worn are not so capable of detecting vehicles without ITV, when it is enough to read their license plate and cross it with a database that is updated daily.

"They are not fined in proportion to the seven million vehicles that circulate with expired ITV".

In addition, the proposal of the sector is not moving forward

so that insurers do not make policies if the inspection is not up to date.

"It should be reciprocal, because we do it the other way around."

Against him, the high competition in the insurance industry plays and that these companies, in addition, do not cover the damages without having the ITV exceeded.

MEASUREMENT OF NOX AND NANOPARTICLES

"We must continue to advance with this issue" almost laments Magaz, who does set a date for the last major international project in which these businesses have embarked.

It is about the development of a protocol that allows to measure the emissions of NOx - the pollutant behind the 'dieselgate' - and the even more dangerous nanoparticles.

The work began in 2019 and, after the delays due to the pandemic, will be completed in the spring of 2022. Although it will take years for it to be incorporated into the regulations, if it does so.

VERY LOW SANCTIONS

The director of the employer's association admits that, many times, "the only way that is understood in Spain is that of sanctions."

The problem is that it also considers that the fine for not being up to date with this test, mandatory since 1985 for passenger cars, has a very low amount.

«They are 200 euros if the ITV is expired or has been unfavorable.

Therefore, with prompt payment, they stay at 100 euros.

In contrast, Magaz puts the insurance case.

“The complaint for driving a vehicle without a policy ranges between 600 euros and 3,000 euros.

That body, in fact, is in charge of those claims in which the insurer ignores because the vehicle did not have the ITV up to date.
