  On December 13, the Beijing Winter Olympics Organizing Committee, the International Olympic Committee and the International Paralympic Committee jointly released the (second edition) "Beijing 2022 Winter Olympics and Winter Paralympics Epidemic Prevention Manual" for all stakeholders. In mid-September, after multiple rounds of soliciting opinions from all parties, six epidemic prevention manuals for six types of stakeholders were completed and submitted to the International Olympic Committee for research and deliberation.

  The second is the preparation of the first edition of the manual with the International Olympic Committee.

In early October, we held three video communication meetings with the International Olympic Committee to clarify the timeline and framework for the preparation of the manual, and agreed to streamline the six manuals into two manuals for athletes, team officials and other stakeholders. Strengthen major principles such as vaccination, remote prevention and control, closed-loop management, nucleic acid testing and emergency response.

Subsequently, 9 rounds of consultations were intensively held to discuss and review the text of the manual item by item. After the two parties reached a consensus, they were simultaneously released on October 25.

In the recent international test competition, we strictly followed the epidemic prevention standards and requirements during the competition. The "Epidemic Prevention Manual" has withstood actual combat inspections, and the prevention and control measures have been effective.

  The third is the stage of preparing the second edition of the manual with the International Olympic Committee.

Starting from November 5th, we have held 14 consultations and deliberations with the International Olympic Committee around the revision of the manual. On the premise of keeping the content of the first version of the basic framework unchanged, we have absorbed the opinions and suggestions of various stakeholders and combined with testing. For problems found in the competition, specific measures and related details such as the pre-match epidemic prevention policy, the review of past infections, the nucleic acid testing process, the destination list of stakeholders, the isolation facility standards for asymptomatic infections, etc., will be refined and improved to make the manual more detailed. Update the list of destinations that all stakeholders can go to

  Han Zirong said that compared with the first edition of the manual, the second edition of the manual has basically maintained the same basic principles, content framework, and specific measures. Three aspects have been deepened and refined:

  The first is to supplement some relevant epidemic prevention measures, such as increasing the epidemic prevention requirements for Chinese personnel, and adding key information content of the circulation work and the athlete's watching policy.

  The second is to refine the content related to epidemic prevention, such as the detailed prevention policies for close-knit athletes before the game, and the relevant procedures for re-inspection of positive persons; and the relevant work procedures of overseas testing agencies have been added.

At the same time, the work process of vaccine exemption review and the review process of previously infected persons have been further clarified; flight booking related processes that are of great concern to all stakeholders are clarified in the second edition of the manual.

Specific service standards such as accommodation and transportation have also been refined and improved.

  The third is to update some content, such as nucleic acid testing time, specific sampling methods, and the list of destinations that various stakeholders can go to, all included in the second edition of the manual.
