A golden plan for sports facilities, an independent center for safe sport and an "independent authority to allocate funds" that sounds like Spitzensport GmbH are the most striking goals that the SPD, Greens and FDP have set themselves in their sports policy.

In the coalition agreement, which was published on Wednesday, the coming parliamentary groups announced a “Sport Development Plan” and promised an offensive for investments in sports facilities run by municipalities and clubs, especially in swimming pools.

The federal government's elite sport funding is to be outsourced from the Ministry of the Interior and also set up independently of the German Olympic Sports Confederation. The new approach is expressed in the fact that support is linked to good governance, compliance with targets and the qualification of competitive sports personnel. With more effectiveness and less bureaucracy, better framework conditions should be created for top-class sport. A transparency portal is to be created. Athletes Germany, supported with 450,000 euros a year, is to be financed on a permanent basis.

The establishment of a center for Safe Sport is to be supported for the fight against physical, psychological and sexualised violence.

In addition, a federal program against right-wing extremism and misanthropy in sport as well as research projects to come to terms with Germany's doping past are to be launched.

The "Violent Sport" file is to be reformed, and the fan project coordination office is to be strengthened.

Applications for the Olympic and Paralympic Games as well as other major sporting events should in future be strictly linked to compliance with the UN Guiding Principles on Business and Human Rights and Sustainability.

The coalition confirms its support for the Special Olympics 2023 and the European Football Championship 2024 in Germany.
