- On October 27, a meeting of the Bureau of the Executive Committee of the Russian Football Union (RFU) was held in Moscow.

The main principles of a new financial incentive mechanism for the development of youth football were approved, and the amount of remuneration for schools and academies participating in the preparation of the sports reserve was determined.

For 2021, a number of institutions will receive corresponding payments.

They depend on the category of schools or academies.

In total, almost 1.5 billion rubles will be allocated.

The funds are allocated by the RFU.

Until 2023, there will be fixed payments, and then there will be a transition to a flexible system.

- What does this mean?

- One part of the payments will be tied to the fulfillment of requirements, the other will be stimulating.

The more time a graduate of the academy spends on the field in professional tournaments, the more funds it will receive.

As for the categories, they are determined by three factors: infrastructure, coaches and the types of licenses they hold, as well as participation in competitions.

- Have there been cases of embezzlement of funds aimed at the development of youth football, and does the RFU conduct appropriate checks on this matter?

- As for the assistance provided by the RFU, the money goes to schools.

We are trying to control their use.

At the moment, there were no grounds for initiating criminal cases.

If any violations are established, this will not go unpunished.

- What else was discussed during the meeting?

- Due to the fact that Sergei Pryadkin left the post of President of the Russian Premier League, Acting Head of the RPL Ashot Khachaturyants was introduced to the Bureau of the Executive Committee instead.

- How will the expulsion of Pryadkin from the Bureau of the Executive Committee affect his positions in other organizations?

For example, he still holds the post of vice president of the RFU.

- As I understand it, these two positions are interconnected.

Exclusion from the members of the Executive Committee Bureau implies the automatic resignation of the Vice-President.

If we talk about the professional football committee, the issue will probably be considered in the near future.

But we are waiting for the initiative from the RPL and the FNL.

- At the moment, Khachaturyants is the head of the referee committee of the RFU and the acting president of the RPL.

Can he continue to hold both posts?

- If Khachaturyants is elected president of the RPL in November, he will be forced to leave the post of head of the referee committee.

In this case, the executive committee will consider new candidates.

There are regulations and requirements from UEFA.

Such a combination is impossible.

- What is the attitude of the RFU to the fact that one person occupies two such important positions?

- We do not see any conflict of interest.

If there was an opportunity, the executive committee would allow the combination of these positions.

Speaking about judging, we see significant, noticeable progress.

Fewer errors.

In general, the level of work of referees and confidence in the referee has increased.

Ashot Rafailovich made a great contribution to this.

- Are foreign specialists considered as Khachaturyants' replacement at the post of the head of the referee committee?

- I think this position should be occupied by a domestic specialist.

- One of the main topics of recent weeks has been the conclusion of a contract for showing matches between RPL and Match TV.

How do you rate this deal?

- The decision was made by the league and the clubs.

They unanimously supported the new agreement.

Of course, this is their right.

As far as this is correct, it is difficult for me to comment.

You need to know all the nuances and details of negotiations.

I cannot say that I have all the information on this issue.

On the other hand, the working group of the RFU Marketing Committee was in close contact with the RPL.

Consultations took place.

This is probably correct.

I saw a different opinion on social networks and on Internet resources.

It was allegedly necessary to hold a tender.

Based on my rather rich 30-year business experience, I want to say that this does not always guarantee the receipt of the most advantageous offers.

I witnessed when the tendering and auctions led to the fact that less attractive conditions were put forward.

- In your opinion, what was the RPL guided by?

- Match TV is a long-term partner of the league, it offered good conditions.

The clubs had no guarantees that the channel would repeat the offer during the tender.

Okko announced that they received the rights to show the matches of the Russian national football team in the period from 2022 to 2028.

How does the RFU assess this situation?

- At the moment, I do not know who owns the television rights to show meetings with the participation of the Russian national team in the announced time frame.

No notification has been received from UEFA.

- How would you describe the relationship between the RFU and

Telesport?

- As workers.

There are disagreements that are sometimes resolved in court.

I can't say that this is a common corporate practice, but it happens.

This should be taken calmly.

It doesn't matter who owns the TV rights.

It is important that spectators and fans have the opportunity to watch the performances of the national team.

To be shown on federal channels with a wide audience coverage.

And it was known in advance exactly where the meeting would be broadcast.

Now a lot of uncertainties accompany the broadcast of the national team matches.

The channel is called at the last moment.

This does not suit us.

- The Russian national football team fulfilled the minimum task and guaranteed itself participation in the play-off matches for the right to play at the 2022 World Cup.

Were there any consultations regarding the extension of the contract with Valery Karpin?

- I don't know anything about the minimum task.

The goal is to qualify for the World Cup in Qatar.

The coaching staff is working on its implementation.

They are preparing for the decisive matches.

As for summing up preliminary results and negotiations on a new contract, we will discuss all this after November 14.

- Did the executive committee consider the issue of a possible suspension of the Russian football championship during the lockdown?

- No.

I hope we can avoid this.

But you have already heard the statement of Deputy Prime Minister Dmitry Chernyshenko, according to which there will be no cancellation of the competition during the lockdown.

If we talk about the attendance of matches by fans, then in each region the decisions will be made individually.

At the same time, we received permission to host the 2022 World Cup qualifying match between the national teams of Russia and Cyprus in St. Petersburg with a 30% attendance.

How are things now?

- We have already announced that the RFU, RPL and clubs have taken a break due to the lack of certainty regarding the international calendar.

In addition, the FIFA World Cup is scheduled for November-December 2022.

This will deprive us of dates that could be used for the championship.

Thus, no changes are planned from the 2022/23 season.

We will return to this issue next year. 

Consultations are also ongoing on the future of the National Football League.

I believe that in November a decision will be made on the format of the competitions in FNL-1 and FNL-2.

- If the competitions in the FNL and PFL will be held according to the "spring - autumn" system, will this be a reason for carrying out similar reforms in the RPL?

- In the context of the Premier League, this is out of the question.

Discussions on the format change are ongoing, but so far it does not imply a transition to the "spring - autumn" system.

We are planning to test it in FNL-2.

After that, it takes time to evaluate the effect.

If it is significant, and RPL clubs are interested, then we will consider this option.

But so far not a single team has taken the initiative.

- Initially, we set ourselves the task of assessing the possibility of reforming FNL-1 and FNL-2.

In the process, an idea arose to consider changing the RPL format.

She was supported by Pryadkin.

I think the proposals for the transformation of the National Football League were interesting, they have a right to life.

I hope the FNL will support this idea and the competition will be held in a new format.

As for the RPL, there are questions about reforms.

They relate to technical issues, the calendar, increasing income.

Not all of them were answered.

The work was not done in vain and made leagues and clubs re-evaluate opportunities.
