The 29-year-old Manchester City player suffered two fractures to his face and was eliminated in the Champions League final loss to Chelsea in May.
De Bruyne also underwent a minor operation on Saturday for the injuries before joining Belgium's European Championship rally in Tubize.
Earlier this week, national team captain Roberto Martinez said De Bruyne looked ready.
- He will drive with the rehab team in the coming days and then when he gets the green light he will increase the football training, he said then.
Belgian midfielder Axel Witsel also misses the European Championship premiere due to a hamstring injury and will not fly with the team to Russia.
