The Football Association organizes a seminar on "Football Law" in cooperation with "FIFA" to address the issues of clubs and players

Today, at the Grand Hyatt Hotel in Dubai, the Emirates Football Association organized a football law seminar in cooperation with the International Football Association, and moderated by Dr. Emilio Garcia Silvero, Head of Legal Affairs and Compliance at FIFA, and Miguel Letrade, Director of Cases Department at FIFA, in the presence of Mohamed Abdullah Hazam Al Dhaheri, Secretary-General of the Football Association, Hamad Al Junaibi, Assistant Secretary-General for Financial and Administrative Affairs, Omar Abdullah Yabroudi, Assistant Secretary-General for Technical Affairs, directors of departments and departments concerned with the Football Association and representatives of state clubs. The activities of the legal symposium began with a speech by Muhammad Abdullah Hazam Al Dhaheri, Secretary General of the Football Association, during which he welcomed the representatives of the International Football Association and the attendees from the clubs.

It included two main axes, the first presented by Silvero, where he spoke about solidarity mechanisms and compensation for training allowances at the "FIFA Clearing House" center, which is specialized in following up the rights of clubs that trained players from 12 to 23 years old and how to obtain them from new clubs in a way that preserves the rights of all, especially training clubs with sources Low income, as the center's role is based on allocating 5% of the player's sale and distributing it to the clubs that contributed to his training.


In the event of intransigence or delay in paying this percentage, the FIFA will prevent him from registering new players in the first transfer period, and also prevent him in the second transfer period from concluding any contracts if he is intransigent in not paying, provided that the value of the percentage specified in the account of the "FIFA", which will play the role of mediator between the two parties, and in turn will be delivered to the eligible club without fees.

In the second axis of the symposium, Letrade presented a study that dealt with the importance of the issues faced by players and clubs in the UAE during the past ten years, where their causes, legal establishment and rationale were discussed, solutions were discussed, and what mistakes were made and ways to avoid them.

Letrade presented another study that included a census of the number of foreign players who moved to and from Emirati clubs during the same period, and the most countries from which players were attracted and their continental federations.

The symposium witnessed several inquiries from the attendees, which were answered by the officials of the FIFA Legal Department.
