Eythora Thorsdottir has to miss the first team qualification for a place in the Olympic team in Rotterdam on Sunday.
The Dutch gymnast has not yet recovered sufficiently from an injury to her ankles.
"I have already made a lot of steps, but unfortunately the first qualifying comes just a little too early for me," Thorsdottir said.
"In the coming weeks I will do my utmost to be able to be there during the second qualifying."
The second Olympic team qualification is on June 26, also in Rotterdam.
After these competitions, it will be announced which four gymnasts will represent the Orange squad at the Olympic Games in Tokyo.
The Netherlands has qualified as a team for the Games at the 2019 World Cup.
In addition to Thorsdottir, the Olympic track selection consists of Elze Geurts, Sara van Disseldorp, Vera van Pol, Sanna Veerman, Naomi Visser, Tisha Volleman, Lieke Wevers and Sanne Wevers.
