The 14 teams play a play-off round in which seven teams qualify for the group stage.

The participating teams were distributed on 4 levels, the first included Qatar, Tunisia, Algeria and Morocco, the second Egypt, Saudi Arabia, Iraq and the Emirates, the third Syria, Oman, Somalia, Lebanon, Djibouti, Jordan and South Sudan, and the fourth Bahrain, Kuwait, Mauritania, Yemen, Palestine, Comoros, Libya and Sudan.

The leaders and runners-up of each group qualify for the play-off rounds: the quarter-finals, semi-final, third-place match and final match on 18 December.

The tournament will be held in six of the eight stadiums scheduled to host the 2022 World Cup.
