  Meng Wei said that during the "13th Five-Year Plan" period, in order to promote the construction of social football venues, the National Development and Reform Commission and the General Administration of Sports, together with relevant departments, carried out the construction of national social football venues and facilities on the basis of guiding local governments to determine the goals and tasks of stadium construction. In accordance with the method of "central funding, local policies, and enterprises providing services", two batches of 41 key cities have been identified successively to solve the bottleneck problems of stadium construction planning, land, and financing.

In 2020, the central government will invest 3.5 billion yuan in the budget, an increase of 233% over 2019. It will focus on supporting the construction of social football venues and successfully drive local financial funds and social capital investment of about 8.5 billion yuan.

From a regional perspective, the number of newly-built stadiums in 12 provinces including Henan, Guangdong, Yunnan and Shandong all reached more than 1,000, and the number of social football stadiums in 10 provinces including Hunan, Guizhou, Tibet, and Qinghai all increased by more than 7 times.

In terms of stadium types, 11-a-side stadiums accounted for 16%, 7- or 8-a-side stadiums accounted for 14%, 5-a-side stadiums accounted for 67%, and other standard stadiums accounted for 3%, meeting the needs of the masses for different football events.

From the perspective of construction and operation methods, among the newly added social football stadiums, publicly-built public stadiums accounted for 71.7%, privately-built private stadiums accounted for 19.3%, and publicly-built private stadiums accounted for 9%.
