"RFU has nothing to do with attracting sponsors for the club"

- Please tell us about the planned income of the RFU?

- We hope they will be higher than in 2020 and 2019.

We plan to receive about 4.5 billion rubles from commercial activities.

The funds will be used to implement reforms.

Thanks to our partners who continue to believe that we will be able to reform Russian football.

- Who is to blame for the fact that "Tambov" found itself in such a difficult position and almost pulled out from the RPL?

- We have repeatedly discussed this issue, I have already said why such a situation has developed with Tambov: licensing has historically been rather soft.

The clubs provided letters of guarantee from the regional authorities.

Last season, Tambov provided this.

I won't name other clubs, but this is an impressive list.

Historically we have accepted them, which ensured the presence of 16 clubs in the RPL.

These obligations were fulfilled, there were not so many cases when problems arose, as with "Tambov" - this is a bad story.

We will continue to work to tighten the financial requirements for licensing.

- What specific measures will be taken?

- Certain decisions were made in December.

By the beginning of the new licensing procedure, more stringent requirements are being discussed in order to avoid such situations: letters of guarantee will not be enough, it will be necessary to provide contracts with the authorities and sponsors.

From a monitoring point of view, we are introducing the "club's online budget" module, clubs will upload data, and monthly checks will be carried out.

I consider it advisable to toughen the punishment for the leaders of clubs who act adventurously, up to a lifelong suspension from football.

- Don't you think that the composition of the RFU licensing commission today does not meet the tasks assigned to it and requires revision?

- Personnel changes have already been made.

Any change is the path of evolution.

In this case, the composition was updated.

But we cannot dictate to the leagues who they want to include in the commissions.

- How would you assess the role of the governor in the story with "Tambov"?

- I will refrain from commenting.

If you have questions about what has happened there recently, contact the club or league.

I know that the RPL allocated a certain amount to Tambov ahead of schedule.

This allowed to partially solve the problems.

The RFU has nothing to do with attracting sponsors for the club.

I don’t know who provided support.

It was important for Tambovites to open an application.

Former players of the team withdrew applications from the RFU Dispute Resolution Chamber, which allowed new players to be announced.

"The RPL should aim to maintain a place in the top 7 of the UEFA coefficient table, and then move up to the top six."

- What urgent measures need to be taken to stop our clubs from being dishonored in European competitions?

- I gave an assessment of what is happening long ago.

At the moment there is no reason to revise it.

The time has not come to see any changes.

In my opinion, Dynamo simply prepared for the Europa League matches better than Krasnodar.

In terms of changes, not many games have been played.

Based on their results, it is difficult to make any decisions.

RFU is, among other things, about giving every citizen the opportunity to play football.

This is no less important task than the performance of the clubs and the national team.

If we talk about quick victories, they are possible, but systematic work should be carried out with the players of the youth teams, the creation of an analytical center is required so that the golden asset during growing up is not lost on the way to adult football ...

- How will the fall of Russia in the UEFA coefficient table affect the chances of the country's national team to rise to sixth place in the FIFA rankings by 2025?

- Where is the Belgian football club?

Nevertheless, the national team of this country plays well and is highly placed in the FIFA rankings.

It is clear that there is a connection between them, but it is not direct.

We have tasks that we set for the national team.

The RPL should aim to maintain a place in the top 7 of the UEFA coefficient table, and then move up to the top six.

These are two different tasks.

- Responsibility for awarding referees should be divided between clubs, league and RFU.

What will be the punishment system for the referee?

- How could it be otherwise?

Who should pay compensation to referees for serving RPL matches?

This is a commercial tournament.

The rights to host the competition have been transferred to the league.

She implements them and receives income.

In other tournaments, we are responsible for paying the work of the judges.

If we talk about the system of additional incentives, there will be bonuses for the quality of work.

But both the reward system and the punishment system must operate.

You have noticed the return of Vladislav Bezborodov.

He was suspended for the rest of the year, and this term came to an end.

Mikhail Vilkov was also suspended for a year.

They passed the tests successfully and will continue to work.

Several referees were excluded from the list of referees who serve RPL matches due to low ratings.

There will be a pause in the championship, and according to the rating we will decide to exclude the weakest, and the young will come in their place.

- Is there no point in raising the question of refereeing the RPL?

- There is a system that has been tested by time.

It does not fundamentally differ from European ones.

This is the first time I hear that somewhere clubs determine how to punish a judge.

The arbitrators provide the service and it must be paid for.

If done well, it can be rewarded.

But clubs can pose the question: what happens if people judge badly?

- How will Alexander Alaev combine work in the FNL and the RFU?

- I have already said that the decision to nominate him is joint.

FNL is an important organization.

Young footballers are also trained there.

The clubs are also preparing here for participation in the RPL financially and infrastructurally.

The FNL is an important league for Russian football.

Alaev represents the RFU, a team of people who have the experience of running competitions and the resources to increase the commercial appeal of the tournament.

Possessing a set of knowledge and skills, we are ready to send him to help the FNL.

This will not affect his performance as Secretary General.

- What is the situation with the vaccination of the Russian national team players from the coronavirus?

- We cannot force players to go through this procedure, but someone is doing it.

A number of players have not yet made such a decision.

For our part, we can only recommend and create conditions for vaccination to take place.

We all, including me and Stanislav Cherchesov, were vaccinated.

We cannot say that we are pushing someone to take risks, and we ourselves are not taking any steps.

There are proven vaccines that have worked well.

“There are clubs that trust Pryadkin.

We cannot make a decision for them "

- The new composition of the RFU vice-presidents

raises questions

.

RPL under Sergei Pryadkin is not progressing.

Evgeny Giner was not elected to the executive committee by the clubs.

Elena Ilyukhina represents Zenit, which disgraced itself in the Champions League.

How would you comment on this?

- Do you have any questions for Nikita Simonyan?

Let's proceed from the fact that there are clubs that trust Pryadkin.

We cannot make a decision for them.

If you funded them, then you could tell who to be in the leadership.

As for the bureau of the executive committee, there were historically two people from the RPL.

Of course, the president of the league should represent her.

Giner has vast experience.

There are different stages in the history of each team, but CSKA proved to be a successful club, winning trophies both in Russia and in Europe.

Evgeny Lennorovich has been in football for a long time.

I know him as a professional, as a person who has been working in the executive committee for a long time.

At one time he proposed many important ideas.

He has absolute proactivity.

He regularly takes part in executive committee meetings and works a lot ...

Ilyukhina came to the position that Turchak occupied from the MPO (Interregional Association).

Six people signed the appeal that Ilyukhina should be nominated from all LROs.

In this case, you should not treat her as the head of Zenit.

I know how much time she devotes to the development of football in North-West.

She tries to provide the help she can provide.

In this case, she is the representative of the LRO in the executive committee.

- How is the investigation of the Chaika case progressing?

- It continues both on the part of law enforcement agencies and the RFU.

There have been few such cases in the history of Russian football.

This is, in fact, the first.

Law enforcement is gaining important experience.

We must not forget that the investigation took place in a difficult situation under quarantine conditions.

This affected the timing.

Most likely, the number of persons who will be punished will be greater.

In a criminal case, you must contact the Ministry of Internal Affairs.

As far as I know, they plan to take the case to court in the near future.

- The PFL has repeatedly spoken in favor of returning to the "spring-autumn" scheme.

Can the League take such a step?

- I have commented on this topic more than once.

I don’t think the transition to the fall-spring scheme helped make a breakthrough.

But the opposite solution will not help either.

There are other drivers that can give momentum to development.

I do not want to reject the option of returning to the old system, but it is very difficult organizationally.

Plus, a consensus will be required - a positive decision on the part of at least three quarters of the league clubs so that half of them are not unhappy.

Otherwise, we will spend a lot of time, effort and money on something that no one needs.

Sometimes this topic is raised, but everyone is inclined to believe that it is better to leave everything as it is.

But, I repeat, within a single league, changes are possible if the clubs support.
