In 2013, when cadres in Heilongjiang Province assisted Xinjiang, they found that the children in the Altay area had good physical fitness and cold resistance, and they were very suitable for the development of ice hockey.
Therefore, Fuyun County introduced the ice hockey project from Qiqihar City, Heilongjiang Province, relying on the Xinjiang aid project.
