It is not confirmed and it will take time to be in force if it goes ahead, since there are many months left to negotiate and process the reform of the Traffic Law in which it is included.

But if there is one measure that the DGT announced in November that

has created controversy, it is to end the rule that allows the limit on conventional roads - two-way traffic - to be exceeded by 20 km / h when overtaking.

Since January 2019, that cap has been set at 90 km / h.

In Traffic -which today will release the balance of 2020, the year with the fewest deaths on the road, about 900-, they argue that

in Europe no one allows this exception, in force in Spain since the 80s of the last century.

And that a message of coherence is sent on the speed and its influence on the accident rate, such as

frontal crashes (typical in overtaking) and exits from the road, responsible in 2018 for 21.4% and 38.4% of the deceased on interurban roads.

But there are no studies that relate these data to faster overtaking

, as Jorge Ordás, DGT's Deputy Director of Mobility and Technology, acknowledges.

"We are thinking of asking for these scientific reports and the studies on the economic cost of the signage that will have to be modified,"

announces Mario Arnaldo, director of European Automovilistas (AEA).

It also ensures that, although they cannot legally appeal the initiative, they will contact the different political parties to convince them of the inappropriateness of the measure.

Undue fines on section radars

In addition, it exposes another reason behind the project: to

put an end to the thousands of resources that can rain down on Traffic in the sanctions imposed by the section radars,

"much more effective", says Ordás, and of which each there will be more on conventional roads.

In Spain there are already 80 of them and this year,

Traffic has already announced that it will install 75 new controls, the vast majority on conventional roads and 60% of them, section.

In this sense, AEA already denounced in November that these kinemometers - which measure the average speed in several kilometers - are imposing fines without taking into account

that this data can be increased by legally overtaking up to 110 km / h.

A fact that, for Ángeles Miguel, legal head of the Race, has to do with the automation of the processes.

"It would take many resources to filter these complaints, but you have to trust the good faith of the Administration in case of appeal,

because it is the driver who has to prove his innocence."

In this sense, it would be enough to check the order of entry and exit of the vehicles that have traveled the same section at the same time.

Fewer areas allowed to overtake

“A priori, ending the 20 km / h margin does not respond to any safety criteria.

On the contrary, with this plus the overtaking is faster and, therefore, safe »adds the Race expert.

"And it makes no sense that the roads are filled with caravans at 80 km / h" because drivers who do not dare to overtake and those who do, but cannot, end up being stressed.

And it is that, as these maneuvers

will be extended in time, more meters will be needed to carry them out,

which will imply that all the signaling is reviewed "to guarantee safety" according to Arnaldo.

But also to

reduce the sections in which overtaking is allowed.

«It is a question of mentality and patience.

Motorists have to be aware that they are traveling on more dangerous roads and,

if they want to go faster, they will have to look for other alternatives ", argues the deputy director of the DGT.

And he concludes: "I don't think that's the case, but if over time it were shown that it was the wrong measure, it would go backwards."
