Some of these changes are already dated, others are on the way - which leaves room to soften them - and for others, alternatives are being sought to mitigate their impact.

Certainly there are few positives, although some, such as those related to traffic, pursue the noble aim of reducing the accident rate.

100% electric and 'plug-in' hybrids will escape the price hike

MORE EXPENSIVE TAXES AND INSURANCE

Since January 1, CO2 emissions are measured with the WLTP protocol, which gives values ​​20% higher on average (as it is a more realistic measurement) and will involve increases in the Registration tax, which is set by CO2.

Result: there will be an average price increase of 5% for half of the cars, since many will go from not paying it to trading at 4.75% and others will jump the section.

For example, in a model that cost 20,000 euros in 2020, another 800 will have to be added.

The 100% electric, plug-in hybrids are left out (for which a Moves III Plan will be launched much more ambitious than the 2020 one with 100 million ).

Nor will many pure hybrids be affected, but for the rest (pure gasoline and diesel) although the Renove 2020 aid will not be extended to compensate for the rise in part, the

Treasury has committed to negotiating formulas with the sector that mitigate its impact.

In principle, manufacturers and dealers have said that they have no margin to assume these price increases.

For its part,

the rise from 6% to 8% in the insurance premium will entail a cost of between 4.55 and 10 euros for the 32 million insured vehicles

In Spain, 78% of households have a car policy, according to Unespa.

All this while

a reform of the taxation of the car is

still

pending that will penalize the use and not the purchase.

Although last year a draft of the Registration tax was leaked from which only the 100% electric ones escaped.

WILL THE FUELS RISE?

The Government intends that the

7,000 million euros that are allocated to renewable energies are now paid not only with the electricity bill (which will decrease), but among all energy consumption.

And according to the oil companies, the part that they will have to assume can do, if everything is transferred to the consumer, that

the liter of fuel becomes more expensive up to seven cents per liter

.

In return, the Executive negotiated with the PNV to

delay until 2022 the diesel tax,

which would start at 3.9 cents per liter to match Europe and what gasoline pays.

MORE FINES AND LESS SPEED

The year has started with the new regulations for scooters and from the

beginning of May the new speed limits will begin to operate in the city: 80% of the streets will be 30 km / h, so a fine for going 51 km / h will mean losing two points and a 300 euro fine.

In addition, the procedure will begin - it is expected to be long - to

tighten the penalties for the mobile

(it will be enough to carry it in the hand),

not to use the belt or helmet or to have a radar detector installed in the car.

And they want to end the rule that allows overtaking the road limit by 20 km / h.

On the positive side,

the DGT announced that this year, in traffic jams, it will allow motorcycles to circulate on the shoulder without exceeding 40 km / h.

REFORM OF THE DGT LABELS

Before the summer,

this system should be modified in agreement with the sector.

In the pillory are the light hybrids or mild hybrid, which could no longer be ECO as before.

And it remains to be seen what is done with plug-in hybrids, today with the same privileges as 100% electric.
