Eran Zahavi and Jordan Teze are not allowed in Cyprus by the authorities.
The PSV duo tested positive for the corona virus earlier this month and are therefore not welcome on the island.
The 33-year-old Zahavi and the 21-year-old Teze will miss the game in the group stage of the Europa League of PSV on Thursday with Omonia Nicosia.
"Cyprus uses a different protocol than the Netherlands and UEFA. PSV and UEFA were only informed of this yesterday," PSV said on Wednesday.
The people of Eindhoven are now working with UEFA to see if they can still convince the authorities in Cyprus that Zahavi and Teze "wrongly stayed behind in Eindhoven this morning".
Omonia Nicosia-PSV starts on Thursday at 9 p.m.
