The Russian Premier League (RPL) commented on the initiation of an administrative case against Spartak for violating medical protocol in the tenth round match with Zenit.

The president of the organization, Sergei Pryadkin, noted that the football authorities are doing everything possible to ensure the safety of spectators in the stands amid the coronavirus pandemic, therefore, one should not be allowed to "one incident canceled the efforts of many people."

“We look forward to a fair trial and adequate measures against Spartak, which has always consistently and disciplinedly carried out measures to prevent a new coronavirus infection.

We hope that the possible punishment will not be excessive and will not entail the suspension of activities, ”TASS quotes Pryadkin.

The meeting on the Spartak case is to take place on October 12 in the Tushinsky District Court of Moscow.

On the eve it became known that an investigation was launched against the red and white people in connection with violation of sanitary and epidemiological safety standards and non-compliance with the requirements of Rospotrebnadzor.

The corresponding protocols were drawn up for the club itself as a legal entity and for its general director Shamil Gazizov.

The reason for the initiation of the case was the alleged excess of the allowed number of spectators at the Otkrytie Arena stadium on October 3.

The RPL ordered the club to provide official data on attendance.

Gazizov claimed that the number of tickets sold for the match with Zenit did not exceed the quota and amounted to 17,150.

At the same time, Rospotrebnadzor came to the conclusion that 20,700 fans were present in the stands, which means that the limit of 50% of the total stadium capacity, taking into account social distance, was not met.

In addition, the department noted that the mask and glove regime was violated during the event.

However, a particular concern was caused by the possible punishment if Spartak's guilt is proven.

In this case, a fine for officials is provided in the amount of 50 thousand to 150 thousand rubles, and for legal entities - from 200 thousand to 500 thousand rubles, or the suspension of the organization's activities for up to 90 days.

Clarified that in the case of a sports team, this could mean a temporary ban on training and even participation in competitions.

In addition, the media reported, citing several sources close to the mayor's office, that Rospotrebnadzor also petitioned to close the Otkrytie Arena for a period of 30 to 90 days.

In "Spartak" they have not yet reacted in any way to the initiation of an administrative case.

At the same time, experts expressed the opinion that the red and white is unlikely to be awarded an extreme measure of restraint.

So, according to sports lawyer Mikhail Prokopets, the suspension of activities is appointed only if the organization did not comply with security measures at all, which is out of the question in this situation.

“I believe that, subject to the presence of Spartak’s guilt, which has not yet been proven, we should limit ourselves to a warning and a fine.

Immediately a person cannot be executed, first you need to warn.

And only in the case of a repeated violation can a punishment follow in the form of closing the stadium.

As for the amount of the fine, the maximum is 500 thousand rubles, and for an individual - up to 50 thousand rubles ", - quotes the words of Prokopets" Championship ".

His colleagues agree with the opinion of the lawyer.

So, Artyom Patsev admitted that it is still difficult for him to imagine how the ban on the club's activities will be implemented, since there have not been such precedents yet.

Sergei Alekseev, chairman of the sports law commission of the Russian Bar Association, suggested that the court's decision could be influenced by Spartak's position in the standings.

However, in his opinion, the temporary suspension of the work of "Spartak" would be an excessive punishment.

He did not comment on the severity of the potential punishment, while emphasizing that the measures prescribed in the medical protocol should apply to all football arenas.
