Because the Government will spend 250 million euros on aid with it (which will come from an extraordinary loan from the Ministry of Industry) to encourage the purchase of new low emission cars, but will recover almost 450 million in tax revenue.

It is collected by the memory that accompanies the program and to which Europa Press has had access. A document that estimates that this collection will come from the nearly 300,000 operations that will benefit from the incentive plan, in force from June 15 (with retroactive effects) and until December 31 if the funds are not exhausted first.

To make these calculations, the Government has taken into account both its estimate of sales - the sector expects to be around 800,000 units this year - and the volume of aid granted in previous years through similar programs.

“It is estimated that for every million invested, 1.7 million will be recovered in direct, indirect and induced tax revenues. Of these, 1.2 million are from the collection of VAT and registration tax, "says the document. To this we would have to add the highest income tax payment in the declaration for next year. In total, about 425 million, plus another 16 million that will be paid for processing aid applications, document management and the issuance of the certificates required of those who want to benefit from the program.

In addition, the Executive has already specified that the plan will have an impact of 1,104 million euros in the automotive value chain and prevent the destruction of 7,400 jobs, especially in distribution.

The average age of the cars canceled with the PIVE was 17 years

According to the calculations of the employers' association Anfac, the eight editions of the PIVE plans held between 2012 and 2016 had accumulated funds of 1,115 million euros (an average of about 1,000 euros of aid per car). An extra demand for 500,000 cars was generated; reported almost 1,700 million euros in tax revenues of all kinds and caused an increase in production in the Spanish economy estimated at 13,500 million.

PIVEs reduced CO2 emissions by 30%

These plans, as in the case of Renove 2020, were technologically neutral, since the purchase of low-emission cars with whatever technology they have is a priority. Even if they are diesel or gasoline.

The sector is aware that Ecological Transition (which only has eyes for battery-powered models) has given way this time and it is almost impossible for such a plan to be repeated in the future. But the industry has also grown tired of repeating, while recognizing the benefits of the park's electrification, that the fastest way to reduce CO2 emissions is precisely to remove older cars from circulation.

An example of this is the balance that the IDAE (Institute for Diversification and Energy Saving) made of the previous PIVE plans in force between 2012 and 2016.

Of a total of 1,173,035 vehicles purchased with these grants, more than 98% were diesel or gasoline models and the rest, hybrid, LPG and CNG and electric. And in return, as many vehicles with an average age of 17 years were scrapped, replaced by more modern ones whose average emissions were 116 grams of CO2 per kilometer, 30% less than the 166 grams of the cars that were removed. of circulation.
