On January 25, 10 days later, Minister of Culture, Sports and Tourism, Do Jong-hwan made the promise.

"Under the name of a sports powerhouse, the government will make efforts to prevent the players from suffering."


As a result, the pledge of the two heads who led Korean sports became empty. This is because Choi Sook-hyun, who recently died in the triathlon triathlon, made extreme choices after January 2019, after undergoing harsh acts that were difficult to say to his team managers, team doctors, and senior players.

So why should we keep hitting our players? Here's what the leaders, athletes, athletes from Korea Sports Association, and officials from each competition group say.

1. "It takes me to win a medal"

This is the reality of Korean sports, whether it is a national coach, an unemployment team coach, or a school sports department coach, in order to earn a salary and keep a position. By the way, the grade is what the player pays. It is normal to elevate a player's skills in a scientific and efficient way of teaching, but some leaders believe that "to win a medal". In other words, it has the false perception that corporal punishment is the most effective means.

2. The

reason why the coach is A and the player is not moving to the leader is because the manager holds the player's'life and death pass'. If you go outside the director's eyes, you will endure a lot of violence in the fear that your future may be ruined. Some unscrupulous leaders are using this'armored relationship' to exercise violence on a daily basis.

3. The player's mission is to obey the leader


According to Article 10 (Mission) Section 10 of the <National Team Training Guidelines>, which is used as a constitution in Korean sports, it is stated that "the mission of the national team is to obey the directions and orders of the leader." It says that we should obey orders and orders, not rational orders and orders. After the coach Jae-beom Cho, there was a voice in the world saying that this clause had to be changed, but we haven't fixed a single letter so far. According to this article, the leader is the person who gives orders and orders, while the player is the one who must obey.

4. The'reconsideration system', the hotbed of disciplinary punishment,

does not promptly prosecute players even if they are subjected to harsh acts by leaders or senior seniors, because the'reconsideration system' of the Korea Sports Association is concerned. Even those who have been permanently disqualified from sexually transmitted violence or violence have been relieved of disciplinary action through'reconsideration'. Because of this reality, victims are often afraid of retaliation and are unable to file complaints with related agencies. Coach A, who was a star, was permanently dismissed for sexual harassment, but survived for three years through suspension. Coach B was suspended for accused of sexual harassment in 2014, and suspended for one year in 2016 for illegal gambling, but was pardoned in just seven months. Coach C resigned in 2004 assault on the national team, but has since participated in the Olympics twice. And so on, ended up with the discipline of'Yes, but mana'.

5. Athlete's human rights officers

The lack of awareness on the human rights of eight athletes for six years is also a factor that prevents violence from becoming a part of everyday life. The Korea Sports Association has a department in charge of human rights for athletes. The name changed a little from 2014 to 2020, but the task of protecting the human rights of players was the same. However, in the past six years, eight people have been in charge of this department. In less than a year, he continued to replace the head of the department. In this situation, there will be no professionalism and responsibility for player human rights. Choi Choi Sook-hyun reported the damage to the Sports and Human Rights Center of the Korea Sports Association on April 8, but the investigation was not conducted properly for nearly three months. 'Procrastination' is a difficult part of criticism.

6. Korea Sports Association direct survey 3.5%

Only four out of 113 cases of the Korea Sports Council conducted direct investigations of violence in the past five years from 2014 to 18 years. Only one of the 27 cases of sexual violence damage was directly investigated. Instead, the case was largely directed to the sporting group or city sporting event. This creates a risk that the victim's identity will be left undisturbed, and the likelihood of Korean sports being more likely to participate in the investigation. It could be difficult to expect a thorough investigation of the abuser.

7. The Ministry

of Culture, Sports and Tourism who has to supervise and manage the Korean Sports Association, the Ministry of Culture, Sports and Welfare, which has lost its expertise , cannot be free from this situation. The Ministry of Culture, Sports and Tourism is a unique government department that manages all different fields of culture, sports, tourism, and religion. One day, a person in charge of physical education was suddenly dispatched to the field of tourism or art one day before even gaining expertise. The head of the Ministry of Culture, Sports and Tourism, who was in charge of Korean sports policy, moved to the National Library of Korea, which was suddenly unrelated to sports last month, despite issues such as the revision of the articles of association of the Korean Sports Association. In one or two years, how can you build your expertise and take responsibility in a situation where you are going to a completely different field?

8. Only in the national team, in Seoul,

after the Jae-Beom Cho incident, the Ministry of Culture and Sports and the Korea Sports Council have taken many measures. However, there are not many policies that come into contact with skin. A player's human rights counseling office was set up in Jincheon Athletes' Village in Chungbuk, but can only be used by active national representatives. So Choi Sook-hyun, Ko, filed a complaint with the Sports Human Rights Center run by the Korea Sports Association. Since the Sports Human Rights Center is located in one place in Seoul, it is inconvenient for players in distant areas like Choi. Investigations by phone or e-mail are limited. The Korea Sports Association has asked for the establishment of a sports human rights center in each attempt, but the government has expressed difficulty in discussing budget issues.

9. Wrong Compassionism (Who Are We?) There is no way that

It is difficult to be a leader if you are permanently dismissed by sexual harassment.” It has been reduced to three years. When the late Choi Sook-hyun case broke out, President Moon Jae-in strongly instructed the second vice-minister of the Ministry of Culture, Sports and Tourism to strengthen sports human rights. Deputy Minister Choi Yoon-hee immediately visited the Korea Sports Association to report on the incident, and pledged to seriously blame the person involved. It is almost certain that the Ministry of Education, Culture and Sports and the Korea Sports Association will come up with measures that seem to be seen a lot sooner or later. However, if there is no strict'zero tolerance principle' along with the great awakening of sportsmen who say that violence should never occur, our players may continue to be hit.
