• CNAE. "Taking your card is so cheap that it endangers driving schools"
  • Analysis: Traffic accidents grow faster than de-escalation
  • Traffic jam 180,000 theoretical and 280,000 practical exams canceled due to coronavirus

The spread of teleworking due to confinement has shown that it is here to stay. But does digitization work for everything? Of course, not to learn how to drive. And to receive the training for the theoretical proof of the card?

The question comes to mind after the DGT backtracked on its idea of making eight face-to-face classes compulsory for aspiring theorists. An idea in which business and road safety are mixed.

«He is the majority in Europe and in Spain he was supported by 80 organizations that know a lot about traffic and Road Safety. However, the report of the National Commission of Markets and Competition (CNMC), although not binding, has devastating effects and makes reform impossible. There is no need for teachers or classrooms; teaching to drive is like doing a cooking or macramé course ... but accidents are not virtual, they are real » argued Pere Navarro, director of Traffic, to justify going back.

Pere Navarro, director of the DGT, this week in the CongressEFE

Today, in Spain, a student can introduce himself to the theorist without going through the driving school. Not so for the pilot. And according to the CNMC said in November, these face-to-face classes would favor the traditional centers to the detriment of the online ones "without any justification for it." In 2018 alone, almost 500,000 new drivers entered Spanish roads and during the pandemic, up to 280,000 pilot tests were stopped.

Face-to-face classes in 80% of Europe

The physical driving schools, aligned with the DGT, do not understand their position in economic terms: "Taking your card in Spain is so cheap that it endangers these centers," said Enrique Lorca, the president of the CNAE confederation, in a recent interview with THE WORLD. The average cost is 800 euros and already includes discord classes, according to Lorca, so the measure would not make it more expensive.

Instead, “there will be more deaths if we only use distance training. It is one thing to transmit knowledge and another to acquire behaviors, which is only possible through face-to-face training, "she points out. Thus, she recalls that, as much as people talk about the importance of seat belts," 20

Preparation for the theoretical proof of the card

Likewise, remember that face-to-face training is recommended by the WHO, 80% of European countries apply it, "in some, with even more hours" , and studies from the University of Valencia or Groningen (Netherlands) put it in value. Also the assistants to the courses of recovery of points that manages exclusively the CNAE. "It has been shown that students who go on their own fail more" he concludes.

Almost 50% of the market in France

Miguel González-Gallarza, spokesman for the Digital Driving School Platform (PAD) and CEO of Onroad, one of those that operate in our country, is not of that opinion. They are centers that also prepare for the pilot and have 10% of the market, he says. Although it resorts to France, where online centers have a presence for five years and almost half of the students "with the best pass rates, 90% in theory (compared to 70% in the traditional model) and 72% in the practical exam (12 more points) ". Furthermore,« four of the five countries with the lowest road accident rate according to the EU - Norway, Sweden, United Kingdom and Ireland- follow models that do not require classroom classes »,

Despite the lower structural costs that they bear, González-Gallarza agrees to give as an average price of taking the card the 800 euros. Although he calculates that the face-to-face classes would raise it by about 450 euros for two reasons. On the one hand, because "it would lead to the disappearance of virtual driving schools, which we forced downward rates." On the other hand, it would be necessary to consider the cost of travel for the students «since 80% of the populations, especially in emptied Spain, do not have a physical driving school. Some centers with a deficit model that the DGT tries to shore up from the regulatory side ».

In the following months, the PDA hopes to present the DGT with a project on the possibilities offered, also in terms of Road Safety, by digital media. A path that, by the way, was already recommended by the CNMC in its opinion.
