The football law has undergone huge changes since the first popular game in the world came to light, but the most prominent change in the law was in 1891, when it was decided that the match would be governed by one referee instead of two as prevailed at the time.

The amendments also gave the referee the authority to finish the match if the fans interfered or for any other reason, which was also happening a lot because there were no fences or insurance for the stadiums, as the fans were standing behind the stadium lines.
