It is a small tackle not very bad but a tackle nonetheless. In its latest disciplinary report for a while, UEFA publicly stated that it had warned PSG for his "improper conduct", after qualifying for the Champions League 8th final return match in a Parc des Princes in behind closed doors.

It is unclear what UEFA is referring to, between the party with the supporters in the heights of the Park after the match or the multiple recap photos showing how Haland celebrated his double in the first leg. But it is on the basis of article 15.4 that the PSG was called to order.

The latter specifies that "if a national team or a club behaves incorrectly, disciplinary measures may also be taken against the member association or the club concerned". As a simple warning, UEFA therefore considered that it was not worth more.
