- The decision itself is quite good, but I'm afraid the penalty will be watered down by the fact that athletes can compete under a neutral flag. It becomes very important how to set the framework for those who are allowed to compete neutrally, it must be clear what applies and it should be an open process, says Sebastian Samuelsson to SVT Sport.

The change work is important

- If there are more than 100 Russian athletes participating in the Olympics anyway, it will be like no punishment.

What do you think the suspension is for four years?

- Four years is good as a foundation, but you have to see that Russia is taking steps and wants to change. The last Rusada was closed out they were not affected, they continued to manipulate data. Russia must show that they want to improve and that there is a work of change before they can come back.

Samuelsson says that competing against Russian riders in upcoming championships may raise some concern.

- In the competition context it is about making their best performance but it is clear that there will be a concern when you meet riders who may have cheated. And there you have to be clear with who is allowed to compete under the neutral flag. It should be a tough process and a hard line.

Want to include the World Cup in the penalty

He believes it will be a tough administrative job in the coming years.

- Who should be approved and which not? Those who do not get approved will appeal to Cas and it will be messy and I think that is not good for the sport.

Samuelsson also thinks that the suspension should also apply to the World Cup.

- If you are not clean enough to compete in a championship then you are also not there to compete in the World Cup. It will be a strange seat. It should be tougher punishment. The World Cup should be included.
