One week has passed since the earthquake that observed shaking with a maximum seismic intensity of 6 or higher in Miyagi prefecture, and all local governments in Miyagi prefecture say that the water outage has been resolved.

However, in the housing complex where more than 50 households live in Sendai City, water supply has been cut off due to the lack of restoration of water pipes managed by private businesses, forcing residents to supply water on their own.

Due to the earthquake that occurred on the 16th of this month, the water supply was temporarily cut off at a maximum of 36,000 households in Miyagi prefecture, but all local governments say that they have recovered.

However, the water supply was cut off in the housing complex in Nitsukawa, Aoba-ku, Sendai, where more than 50 households lived, and on the 23rd, people came to draw water in the water supply tank prepared by the residents' association.

However, in the morning, it froze due to the severe cold, and I could not receive water supply.

It is said that a man in his 60s who came to the water supply stores the water that was supplied a few days ago in the bath at home, re-cooks it, and continues to use it.

The man said, "The water outage continues and I want to cry over the trouble. I thought it was a lie because there was a report that the water outage was resolved in all the prefecture. I was talking.

According to the local government and the city, the water supply facilities in this damaged area are considered to be "dedicated water supply" supplied by private managers under the Waterworks Law, so the private managers will be responsible for the restoration. I am.

However, the manager of this complex has not been able to recover.

The city is providing support such as renting out water tanks, but the residents are tired because they have no prospect of recovery and they are doing water supply activities by filling the tanks with water every day on their own.

Keitsuro Hayasaka, chairman of the "Highland Residents'Association", who continues to have water outages, said, "Since some people, such as the elderly, cannot go out of the house, the officers of the residents' association go around the house and distribute water. Some people have put up with reducing the number of toilets. I want them to recover soon. "

The city says, "I want to answer the consultations of the residents," and according to the people concerned, the city, the water crew manager, and the representatives of the residents are planning to discuss it soon.

What is "dedicated water supply"?

"Dedicated water supply" is a system based on the Water Supply Law, and when supplying water to a specific individual exceeding 100 people, it is said that a manager such as a private company with a certain experience can manage the water supply facility.

According to the Ministry of Health, Labor and Welfare, it is mainly applied to company housing, resort areas, factories, etc. As of the end of March, there are 8214 locations nationwide, of which 102 are in Miyagi prefecture.

According to Sendai City, it is rare that a detached housing complex is used as a dedicated water supply, such as the housing complex in Nitsukawa, Aoba Ward.
