The national government is important in the event of a disaster, as railroad crossings continue to be closed during major earthquakes such as the earthquake in northern Osaka Prefecture that occurred three years ago, affecting the passage of emergency vehicles such as ambulances. We have decided to oblige railway companies and local governments to decide in advance the procedures for opening railroad crossings on various roads.

Three years ago, in the earthquake that observed shaking with a seismic intensity of less than 6 in the northern part of Osaka Prefecture, the train stopped urgently between stations, so the railroad crossing remained closed for up to 9 hours, and emergency vehicles such as ambulances passed. It had a big impact.

In response to this, the Ministry of Land, Infrastructure, Transport and Tourism obliges railway companies and road managers' local governments to predetermine procedures for opening railroad crossings on roads that are important in the event of a disaster, such as emergency transportation roads, immediately after a disaster. As a result, amendments such as the "Railroad Crossing Improvement Promotion Law" were approved by the Cabinet on the 29th.

For railway operators and local governments, ▽ to grasp the railroad crossings that are impassable immediately after the disaster and to share information promptly with the fire department and police, and ▽ to open the railroad crossings, which workers and how It will be necessary to develop specific procedures such as whether to go to.

The Ministry of Land, Infrastructure, Transport and Tourism has decided to take such measures for 500 railroad crossings nationwide over the next five years.
