According to Yamagata Prefecture, the Kyotagawa River exceeded the inundation risk level at the Sanwa Observatory in Tsuruoka City at around 1:10 am on the 13th.
Yamagata Prefecture is calling for strict vigilance as the risk of flooding is increasing.
