According to TEPCO, as of 9:30 pm, 26,000 units in Takasaki City and Annaka City, Gunma Prefecture, and 1400 units in Kashima City, Ibaraki Prefecture, were out of power.
TEPCO is investigating the cause of heavy rains and lightning strikes and is expediting recovery.
