The "Guidelines" make it clear that all regions should adhere to scientific planning and rational layout, standardize the site selection of chemical parks, clarify the scope of regional and peripheral safety control, strengthen the overall safety risk assessment of chemical parks, and avoid the domino effect. It is necessary to adhere to strict access and standardized management, formulate and implement the "prohibition, restriction and control" catalog, strengthen the safety control of hazardous chemicals production and construction projects at the source of the park, and strictly prevent and control the safety risks of the chemical industry.
The "Guidelines" require that chemical parks and provincial levels should regularly carry out safety risk level assessments, systematically carry out safety risk investigation and management from the aspects of park identification, site selection and planning, layout in the park, project access and exit, supporting functional facilities, integrated management of safety production and emergency response, etc., implement "one park, one policy" rectification, consolidate the foundation of safety assurance, and comprehensively improve the intrinsic safety level of chemical parks.
The "Guidelines" emphasize that the occurrence of large or above production safety accidents, professional supervision personnel are not up to standard, etc., directly judged as high safety risks; For chemical parks with high and high safety risk levels, the new, renovated and expanded hazardous chemicals production and construction projects shall be stopped during the rectification period; If the general or lower safety risk level is still not reached after rectification and review, dynamic adjustment shall be implemented to promote the continuous rectification and improvement of the chemical park, gradually achieve the overall goal of centralized layout, cluster development, and reduction of safety risks, and resolutely curb major accidents.
