The construction of provincial water networks has been accelerated
In August last year, the Ministry of Water Resources identified the first batch of provincial-level water network pilot areas, namely Shandong, Zhejiang, Guangdong, Jiangxi, Hubei, Guangxi, and Liaoning. Over the past year, the provinces in the pilot zone have innovated systems and mechanisms and continued to increase investment in the construction of water network projects. Among them, from January to October this year, seven provinces and autonomous regions completed 8.7 billion yuan of investment in water conservancy construction, an increase of 1.10 percent over the same period of the previous year, accounting for 7.3333 percent of the total investment in water conservancy construction in the country.
Li Guoying, Minister of Water Resources, said that according to the overall layout of the national water network, the provinces in the pilot area are based on the provincial conditions, water conditions, and work conditions, strengthen the organic connection with the national backbone network, strengthen the coordination and integration with the city and county water networks, systematically plan the outline, purpose and conclusion of the water network, and strive to build an integrated and interconnected water network system in urban and rural areas, and improve the level of basic public services for urban and rural water conservancy. In the next step, local water conservancy departments should accelerate the construction of provincial water networks and strive to build a modern and high-quality water conservancy infrastructure network.
Major projects continue to advance
The early winter season is the golden period for water conservancy construction. Yantai Laolan Reservoir, Qingdao Guanlu Reservoir, Linyi Shuangwei Reservoir... In the past few days, the construction of reservoirs and water systems, the construction of major water conservancy projects in Shandong Province is being stepped up, and the construction site is busy.
Taking the Laolan Reservoir as an example, the Laolan Reservoir is one of the 150 major water conservancy projects identified by the State Council, and it is also the largest reservoir in Yantai in the past 60 years. The project is located at the junction of three cities (districts) of Fushan, Muping and Qixia in Yantai City, focusing on water supply and flood control, taking into account irrigation and ecological environment water, controlling the basin area of 3 square kilometers and the total storage capacity of 624 million cubic meters.
Zhang Zuling, director of the Yantai Municipal Water Conservancy Bureau, said that the top of the dam of the Laolan Reservoir hub project has been officially broken through, and it is expected that the conditions for water storage under the sluice will be met by the end of December. After the completion of the project, more than 12,4500 cubic meters of water can be added every year, which greatly improves the flood control standards of downstream rivers, and can carry out ecological water replenishment to downstream rivers in dry years and dry seasons to improve the ecological environment.
Since the beginning of this year, Shandong Province's water conservancy investment has continued to exert force, the construction of major water conservancy projects has continuously refreshed the progress bar, and a number of strategic water source projects such as the Laolan Reservoir are speeding up construction. According to the data, as of the end of October, Shandong Province has completed 10.637 billion yuan of investment in water conservancy construction, ranking second in the country, the highest level in the same period in history, a year-on-year increase of 34.4%.
Huang Hongguang, director of the Shandong Provincial Department of Water Resources, told reporters that this year is the beginning of the construction of the national provincial water network pilot area in Shandong, as the first batch of pilot provinces in the country, starting from this year, it is planned to invest more than 3 billion yuan in three years, adhere to the "outline, goal, knot" simultaneously, the provincial level focuses on building the main skeleton and artery of "one axis and three rings, seven vertical and nine horizontal, two lakes and multiple reservoirs", and the city and county level is leading the construction of 2000 municipal and 7 county-level modern water network demonstration areas to promote the interconnection of regional water networks and build a network of water conservancy in the province”。
Promoting the construction of water network pilot areas is an important action to accelerate the construction of national water networks and promote the coordinated and integrated development of water networks at all levels. At present, the construction of key projects in China's provincial water network pilot areas has been continuously accelerated, and important node goals have been achieved. For example, in Guangdong, the Dongshen Water Supply Project and the Guangzhou Xijiang Water Diversion Project have been completed and are running smoothly, the Pearl River Delta Water Resources Allocation Project has been completed and has the water conditions by the end of the year, and the Guangdong Water Resources Allocation Project in the North has started construction. In Jiangxi, the construction of four national-level flood storage and detention areas in Poyang Lake has started in an all-round way, and the construction of key polder embankment treatment projects in Poyang Lake area will soon begin, and the Sifangjing and Huaqiao large reservoirs have passed the acceptance of water storage in the lower gate.
The "last mile" is gradually being opened
On November 11, more than 16 excavators were waving their arms to carry out river expansion and dredging operations at the construction site of the comprehensive flood control control of the Maji River Plain in Dezhou City, Shandong Province.
"After the completion of the project, it can realize that the sluice gate can be lifted into a river and the sluice gate can be used as a reservoir, which not only improves the water resource guarantee rate, but also improves the flood control and drainage capacity." Li Shouxue, director of the Dezhou Municipal Water Conservancy Bureau, said that the Dezhou River network is dense, but due to the lack of storage projects, 6 million cubic meters of rain and flood water flow away every year. In order to change the status quo that water cannot be retained, Dezhou has carried out the treatment of the Maji River, Tuxiao River and Zhangwei River on the basis of the main artery of the provincial water network, and modernized six large and medium-sized irrigation areas such as Panzhuang. Among them, through the expansion of the river channel, the renovation of supporting buildings and other projects, the whole section of the Maji River in Dezhou will reach the 6-year flood control standard, and the water system between the Zhangwei River and the Dehui New River will be unimpeded, the rainwater resource storage capacity will be increased by 50 million cubic meters, and the irrigation area will be improved by 3500,40 mu.
Water retention and water conservation should also be strengthened. In Yanggu County, Liaocheng City, Shandong Province, villagers can not only enjoy convenient and clean domestic water, but also handle all water business without leaving home.
Peng Zhiguo, secretary of the Yanggu County Party Committee, introduced that in order to improve the ability of rural water supply, the county launched the intelligent transformation and upgrading project of rural water supply, installed 4,20 2G ultrasonic intelligent remote water meters, and laid more than 58,30 kilometers of water supply pipe network. It is estimated that the county's rural water consumption has been reduced from about 4% in the past to 5.520%, saving 96.47 million yuan in water loss funds. In addition, with the use of the intelligent platform for rural water supply, the whole process of intelligent management of water-related payment, installation, repair and other services can be realized, and the proportion of online payment for rural water use has reached <>.<>%.
The "Outline of the National Water Network Construction Plan" clearly states that by 2025, efforts will be made to make up for the shortcomings and weak links in the allocation of water resources, urban and rural water supply, flood control and drainage, and intelligent water networks, so that the intelligent level of water network projects will be improved, and the national water security guarantee capacity will be significantly enhanced.
Li Guoying said that local water conservancy departments should follow the overall deployment of the "National Water Network Construction Planning Outline", combined with the distribution of natural rivers and lakes in the region, water conservancy infrastructure construction, etc., with the administrative region as a unit, to form an urban and rural integration, interconnected water network system, mainly to solve the flood control, water supply, irrigation, water ecological environmental protection and other water conservancy service guarantee problems in the administrative area, and provide high-quality water conservancy public services.
Over the past year or so, seven provinces and autonomous regions have formed a number of typical experiences and bright spots in terms of organization and promotion, water network planning, and major project construction, which have played a pioneering role. Under the guidance of the demonstration of the pilot area, all localities are actively promoting the planning and construction of water networks at the provincial, municipal and county levels, and are making every effort to open up the "last mile" of the water network.

The Ministry of Water Resources has launched the construction of the second batch of provincial-level water network pilot areas on the basis of continuing to promote the construction of the first batch of provincial-level water network pilot areas. At the same time, the construction of the first batch of municipal and county-level water network pilot areas will be carried out. After review, Ningxia, Anhui and Fujian provinces and regions were determined to be the second batch of provincial-level water network pilot areas, Ningbo City in Zhejiang, Pingdingshan City in Henan Province and Yantai City in Shandong Province were the first batch of city-level water network pilot areas, and Gaozhou City in Guangdong, Tianmen City in Hubei Province and Wuping County in Fujian Province were the first batch of county-level water network pilot areas.
On the whole, the construction of the water network pilot area can basically achieve the expected results, and has created a number of typical experiences for accelerating the construction of the national water network and promoting the coordinated integration of provincial, municipal and county water networks, and has played a demonstration and leading role. Li Guoying said that in the next step, it is necessary to accelerate the construction of provincial water networks and focus on building a modern high-quality water conservancy infrastructure network. Scientifically plan the layout of the water network, rely on the national backbone network, combine the economic and social development needs of the province, and focus on networking, network supplementation, and strong chain, and scientifically and reasonably determine the scale and plan of project construction. Under the overall layout of the national water network construction plan, the provincial water network outline, objectives and knots should be scientifically planned, and the reasonable connection of water networks at all levels should be done well, so as to build a network pattern of interconnection, smooth circulation and joint regulation and control.
At the same time, speed up the construction of key projects, build the main framework of the provincial water network, give priority to the construction of major projects and supporting projects of the national backbone network in the province, and ensure that the supporting projects and the main projects are completed simultaneously and give full play to the benefits. At the same time, we will build a digital twin water network, accelerate the optimization and construction of the monitoring station network of the main stream and major tributaries of important rivers, and small and medium-sized rivers, strengthen the monitoring of hydrology and water resources, river and lake space, soil and water conservation, and water engineering safety, and comprehensively improve the monitoring and perception capabilities of the water network.
In addition, it is necessary to strengthen the guarantee of funds and take multiple measures to implement the provincial matching funds. Make full use of support policies such as the issuance of additional treasury bonds and local government special bonds, and promote the inclusion of a number of backbone water network projects that are in line with the investment direction, mature conditions, and high quality into treasury bond projects.
