As the interlocutor of RT emphasized, if money was debited from the card of citizens, then they first of all need to inform the bank about it, block the card and ask to apply for a refund.

Next, you should contact the bank in person tosubmit a statement of disagreement with the write-off of funds and ask for a refund, the lawyer advised. However, in order for the bank to return the money, certain conditions must be met, Weinberg recalled.

"Do not violate the security rules of the bank - do not transfer card data and pin code to anyone. That is, do not take actions thanks to which the fraudsters received the information necessary for write-off. Not later than a day from the date of debiting, notify the bank in any available way (by phone or through the website / application) and within the same period apply in person to the bank branch with an application for a refund and blocking the card, "she said.

She also recommended contacting the police, sincedebiting from the card is a theft of money, which should be dealt with by law enforcement agencies.

"On the official website of the Bank of Russia there is a memo with a detailed description of the actions that must be taken by a citizen in case of illegal debiting from his card. If the bank refuses to cooperate or accept the application, you can safely refer to this information, and in case of repeated refusal to file a complaint, the Bank of Russia coordinates the activities of all banks, including work with the prevention of fraudulent activities, "the expert said.

In addition, as the lawyer added, work is underway in the State Duma to protect citizens from fraud.

"A bill has been developed and adopted in this area, which can solve the problem. On the basis of the Central Bank of Russia, a single database of "fraudulent accounts" will be formed. Banks are required to monitor customer transfers to these accounts and promptly notify them of the risks of this operation. It is also planned to introduce a "cooling" period of two days - for this period the transaction will be frozen, and the client will be able to change his mind and cancel the operation without consequences for himself, "the specialist added.

If the bank allows the transfer to a "fraudulent account" without notifying the client, then it will be obliged to reimburse him the money within 30 calendar days, the public figure said.

"The law has already been adopted, but it will officially enter into force only on July 24, 2024. Most likely, such a long period is due to the need for technical training of the banking sector, but the vector towards maximum protection, of course, pleases, "the interlocutor of RT concluded.

Earlier, analysts conducted a study and found that the majority of Russian residents (91%) in 2023 faced fraud attempts.
